意识形态安全是国家长治久安的重要基础，我国自建国以来，对意识形态安全一直高度重视。近年来国际形势风云变幻，意识形态领域的斗争愈发激烈，传统的意识形态治理模式也在不断发生变化，全媒体的广泛应用让网络意识形态已经成为意识形态领域不可忽视的重要一环。科技产品的发展也同时对网络意识形态的传播机制产生影响，数字媒介与智能传播技术的高度融合让信息的传播开始去中心化，拟态化场域的多领域运用致使网络信息交流愈加复杂化、多元化。因此，网络意识形态治理与国家安全高度相关，是国家治理的重要构成，如何在开放的虚拟世界中保持国家稳定、人民幸福是网络意识形态治理的重中之重。
以全媒体的发展为基础，以网络意识形态治理为主线，深入分析全媒体背景下意识形态传播的根本特征以及作用机理，全媒体的发展将助推网络意识形态治理理念更新、方法创新、内容优化。对我国网络意识形态治理的经验进行总结概括，把历史经验应用于现阶段治理，为加强网络意识形态治理的基石，需建立更为严谨周密的治理制度，形成更为稳固可靠的治理体系，并培养一支更加专业精干的网络意识形态治理人才队伍。
由于新时代网络意识形态工作已经取得了一些成效，我国网络意识形态治理格局已经基本构成，这为全媒体发展模式下的网络意识形态治理奠定了一定基础。科技的良性发展塑造网络意识形态治理模式不断变革，但同时也带来相应的风险挑战，网络意识形态正面临着主流意识形态弱化的风险，以及信息技术介入所带来的风险，网络环境恶化风险、网络话语主体异化风险及网络意识形态治理失衡风险。
因此，探析全媒体背景下网络意识形态的治理路径，要强化理念引领，筑牢党对意识形态工作的根本领导制度；要深化协同治理，逐步形成政企信息共享，沟通同步的模式；要完善监管体系，构筑意识形态的“防火墙”，达到虚实同体的监管效应；要夯实人才队伍，补齐网络意识形态治理的人才短板，让科技人才发挥最大效能；要关注民情生态，筑牢网络意识形态治理的现实根基，着眼民情舆论，维护社会长治久安。

Ideological security is an important foundation for the long-term stability of the country. Since the founding of the People 's Republic of China, China has always attached great importance to ideological security. In recent years, the international situation has been changing, the struggle in the ideological field has become increasingly fierce, and the traditional ideological governance model has also been constantly changing. The wide application of all media has made network ideology an important part of the ideological field that cannot be ignored. The development of scientific and technological products also has an impact on the communication mechanism of network ideology. The high integration of digital media and intelligent communication technology makes the dissemination of information begin to be decentralized. The multi-field application of mimicry field makes the network information exchange more complicated and diversified. Therefore, network ideological governance is highly related to national security and is an important component of national governance. How to maintain national stability and people 's happiness in an open virtual world is the top priority of network ideological governance.
Based on the development of all media, taking the governance of network ideology as the main line, this paper makes an in-depth analysis of the fundamental characteristics and mechanism of ideological communication under the background of all media. The development of all media will promote the renewal of network ideological governance concept, method innovation and content optimization. This paper summarizes the experience of China 's network ideology governance, applies historical experience to the current stage of governance, and establishes a more sound network ideology governance system, a more perfect network ideology governance system, and a more solid network ideology governance talent team. As the work of network ideology in the new era has achieved some results, the pattern of network ideology governance in China has been basically formed, which has laid a certain foundation for the network ideology governance under the all-media development model. The benign development of science and technology shapes the continuous change of network ideology governance mode, but it also brings corresponding risk challenges, including the risk of weakening mainstream ideology, the risk of information technology intervention, the risk of deterioration of network environment, the risk of alienation of network discourse subject and the risk of imbalance of network ideology governance.
Therefore, to explore the governance path of network ideology under the background of all media, it is necessary to strengthen the guidance of ideas and build a strong party 's fundamental leadership system for ideological work ; we should deepen collaborative governance and gradually form a model of information sharing and communication synchronization between government and enterprises ; it is necessary to improve the regulatory system, build a ' firewall ' of ideology, and achieve the regulatory effect of virtual and real entities ; it is necessary to consolidate the talent team, make up the talent short board of network ideological governance, and let the scientific and technological talents play the greatest efficiency ; we should pay attention to the ecology of people 's feelings, build the realistic foundation of network ideological governance, focus on people 's feelings and public opinion, and maintain long-term social stability.
