党的二十大报告指出：“高质量发展是全面建设社会主义现代化国家的首要任务。”中国特色社会主义进入新时代以来，以习近平同志为核心的党中央立足国家未来发展全局，以疏解北京非首都功能、推动京津冀协同发展为蓝图设立雄安新区。自设立以来，雄安新区高起点规划、高标准建设、高质量发展，全面贯彻新发展理念，坚持高质量发展要求，努力创造新时代高质量发展的标杆。应该说，雄安新区的先行先试，实质是对中国式现代化道路的先行先试。

马克思、恩格斯以及列宁关于先行先试的相关认识、主中国共产党关于政策试验的认识以及社会试验理论，构成了雄安新区先行先试的理论基础。党领导的以特区形式呈现的先行先试历程，则贯穿在新民主主义革命时期、社会主义革命和建设时期、改革开放和社会主义现代化建设新时期、中国特色社会主义新时代，为雄安新区先行先试提供了生动鲜活的历史写照。七年来，雄安新区深入贯彻落实新发展理念，在经济高质量发展、丰富人民精神世界、推动全体人民共同富裕、人与自然和谐共生以及对内对外开放发展等五个方面，展示了中国式现代化道路先行先试的具体场景。但也需要北京快速老龄化、高质量发展的内生动力、水资源供给与生态环境保护等方面的问题进行探讨。因此，雄安新区必须坚持和完善党的全面领导，坚持人民群众主体作用，坚持顶层设计与基层探索良性互动，坚持以问题为导向的理论与实践创新。

Since socialism with Chinese characteristics entered a new era, the Party Central Committee with Comrade Xi Jinping at its core has established Xiong'an New Area based on the overall future development of the country, with the blueprint to relieve Beijing's non-capital functions and promote the coordinated development of Beijing, Tianjin and Hebei. Since its establishment, Xiong'an New Area has made high-start planning, high-standard construction and high-quality development, fully implemented the new development concept, adhered to the requirements of high-quality development, and strived to create a benchmark for high-quality development in the new era. It should be said that the first test of Xiong'an New Area is essentially the first test of the Chinese-style modernization road.

Marx, Engels and Lenin's relevant understanding on the first trial, the understanding of the policy experiment of the Communist Party of China and the social experiment theory constitute the theoretical basis of the first trial in Xiong'an New Area. The first trial process presented by the Party in the form of a special zone runs through the new democratic revolution, the socialist revolution and construction period, the new era of reform and opening up and socialist modernization, and the new era of socialism with Chinese characteristics, providing a vivid historical portrayal of the first trial in Xiong'an New Area. Over the past seven years, Xiong'an New Area has thoroughly implemented the new development concept and demonstrated the specific scenarios of the Chinese-style modernization road in five aspects: high-quality economic development, enriching the people's spiritual world, promoting common prosperity of all people, harmonious coexistence between man and nature, and opening up to the outside world. However, it is also necessary to discuss the problems of Beijing's rapid aging, endogial power of high-quality development, water supply and ecological environmental protection. Therefore, Xiong'an New Area must adhere to and improve the overall leadership of the Party, adhere to the main role of the people, adhere to the benign interaction between top-level design and grassroots exploration, and adhere to problem-oriented theoretical and practical innovation.
