高校思想政治工作事关“高校培养什么样的人、如何培养人以及为谁培养人”根本问题，是加强党对高校的全面领导、确保高等教育事业沿着社会主义方向发展前进和落实立德树人根本任务的重要法宝。推动高校思想政治工作守正创新发展，既是时代发展的新课题，也是时代进步的新要求，要聚焦新征程中追求高质量发展这个首要任务。

党的二十大报告中指出了“六个必须坚持”的世界观和方法论，尤其是“必须坚持守正创新”，对于高校思想政治工作的理论与实践发展至关重要，是新时代新征程中推动高校思想政治工作高质量发展的关键。

高校思想政治工作坚持守正创新发展有助于高校管党治党、办学治校，落实好立德树人根本任务以及引领高校各项工作创新发展。论文通过分析新时代背景下高校思想政治工作的地位、任务和发展现状，得出守正创新发展的必要性和紧迫性，从而分析高校思想政治工作在理论和实践上守正创新的时代价值意蕴，回答“为什么”守正创新的问题。其次，分析了高校思想政治工作要守责任之正、守学科之正、守课堂之正、守队伍之正与创思维之新、创机制之新、创内容之新、创方法之新的具体内容，回答了“守正创新什么”的问题。最后，从加强党对高校的全面领导、完善和加强高校思想政治工作体系构建、坚持守正创新精神、追求高质量发展等路径，具体提出了加强高校党的建设、加强思想政治工作保障体系、坚持发展“三全育人”、全面推进“大思政”建设、优化评价体系等措施解决高校思想政治工作“怎样守正创新”的问题。

Ideological and political work in colleges and universities is related to the fundamental problem of "what kind of people should be trained in colleges and universities, how to train people and for whom", and it is an important magic weapon to strengthen the party's overall leadership over colleges and universities, ensure the development of higher education in the socialist direction and implement the fundamental task of cultivating people by virtue. Promoting the upright and innovative development of ideological and political work in colleges and universities is not only a new task of the development of the times, but also a new requirement of the progress of the times. We should focus on the primary task of pursuing high-quality development in the new journey.

The Party's Report to the 20th CPC National Congress pointed out the world outlook and methodology of "six musts", especially "keeping upright and innovating", which is very important for the theoretical and practical development of ideological and political work in colleges and universities and the key to promoting the high-quality development of ideological and political work in colleges and universities in the new era and new journey.

Adhering to the integrity and innovative development of ideological and political work in colleges and universities is helpful for colleges and universities to manage the party, run schools, implement the fundamental task of educating people and lead the innovative development of all work in colleges and universities. By analyzing the status, tasks and development status of ideological and political work in colleges and universities under the background of the new era, this paper draws the conclusion that it is necessary and urgent to be upright and innovative, so as to analyze the era value implication of ideological and political work in colleges and universities in theory and practice and answer the question of "why". Secondly, it analyzes the specific contents of ideological and political work in colleges and universities, such as keeping the responsibility right, keeping the discipline right, keeping the classroom right, keeping the team right and creating new ideas, mechanisms, contents and methods, and answers the question of "keeping the right and innovating what". Finally, from the ways of strengthening the Party's overall leadership over colleges and universities, perfecting and strengthening the construction of ideological and political work system in colleges and universities, adhering to the spirit of being upright and innovative, and pursuing high-quality development, this paper specifically puts forward some measures to solve the problem of "how to be upright and innovative" in ideological and political work in colleges and universities, such as strengthening the guarantee system of ideological and political work, persisting in developing "three-round education", comprehensively promoting the construction of "great ideological and political work" and optimizing the evaluation system.
