乡村振兴战略是习近平总书记在十九大报告中提出的又一立足在国家层面上，关乎建成社会主义现代化国家的重要战略，是解决“三农”问题的重要手段。自2018年以来，中央陆续出台了多个相关文件保障了乡村振兴战略的顺利实施。习近平总书记更是要求要以提升组织力为中心，开展农村基层党组织建设，助力乡村振兴战略的推进。因此，在进入新时代的时间背景之下，和在全面建成小康社会和全面推进乡村振兴战略的现实背景之下，开展对农村基层党组织建设路径的研究，有助于其充分发挥战斗堡垒的作用，成为在实施乡村振兴战略中的重要力量。本文借助乡村振兴战略提出以来党中央出台的相关政策，总结归纳了乡村振兴背景下农村基层党组织建设的组织设置要求、职责任务、开展建设的重要意义。结合马克思主义经典作家对党组织建设的论述和回顾中国共产党成立以来其开展的关于农村基层党组织建设的相关历程，通过查阅文献资料、收集相关报道、总结政府通报、走访农村居民等方式阐述了近年来农村基层党组织建设取得的一定成果，总结了当前农村建设中存在的不和谐现象。综合上述成果和现象提出了当前农村基层党组织建设进程中存在的困境及其原因。最后结合我国进入新发展阶段的时代背景，试提出以坚持党的集中统一领导、明确相关规范制度、强化队伍建设等主要途径开展农村基层党组织的建设工作，试图探索为实现乡村的振兴，打造坚实的战斗堡垒提供可行路径。

Therefore, in the new era, under the background of the comprehensive opening of the rural revitalization strategy, the research on the construction path of rural grassroots Party organizations will help them fully play the role of fighting fortress and become an important force in the implementation of the rural revitalization strategy. In this paper, with the help of marxist classic writers on party organization construction and review of the communist Party of China since its founding of the relevant process of rural grass-roots party organization construction, combined with the rural revitalization strategy put forward since the central Committee issued specific requirements, This paper summarizes the requirements, responsibilities and tasks of the construction of rural grassroots Party organizations under the background of rural revitalization in the new era and the significance of the construction. Through consulting literature, collect related reports, summary of government, visits to rural residents, this paper expounds the certain achievements have been made in recent years, rural grassroots party organizations, summarizes the existing in current rural construction inharmonious phenomena, and puts forward the current combination of the above results and phenomena existing in the process of rural grass-root party construction difficulties and causes; Finally, with the background of China's new development stage, this paper puts forward the main ways to carry out the construction of rural grassroots Party organizations, such as adhering to the centralized and unified leadership of the Party, clarifying the relevant norms and systems, and strengthening the team building, in an attempt to explore feasible ways to achieve the revitalization of rural areas and build a solid fighting fortress.
