英文摘要 | The Yellow River basin not only carries the important function of
maintaining national ecological security, but also is the core economic
corridor and energy reserve base of China, which plays an irreplaceable
role in promoting coordinated regional development, ensuring social
stability and building an ecological protection system. The comprehensive management and sustainable development of the Yellow
River Basin occupy a key position in the process of national
macroeconomic development and ecological civilization construction.
However, due to the limitations of development conditions, geographical
location and natural resources, the economic foundation of the Yellow
River Basin is relatively weak, and with the rapid development of
industrialization and urbanization among cities in the Yellow River Basin,
the Yellow River Basin is facing serious water pollution pressure and
fragile ecological environment, which seriously restrict the improvement
of economic quality in the Yellow River Basin.
At this stage, with the continuous attention of the state to the Yellow
River Basin, how to take into account the ecological protection and
high-quality development of the Yellow River Basin has become a
national strategy, and environmental regulation has become one of the
important means to promote the ecological protection and high-quality
development of the Yellow River Basin. This paper takes 59 prefecture level cities in the Yellow River Basin from 2012-2022 as the research
object to study the relationship between the policy of environmental
regulation and the sustainable and healthy economic development of the
Yellow River Basin. Based on the five new development concepts and the
current development situation of the Yellow River Basin, the ecological
and environmental factors are included in the scope of research, and a
comprehensive evaluation index system for the high-quality economic
development of the Yellow River Basin is constructed. The improved
entropy method is used to measure the high-quality level, and the kernel
kernel density estimation method is used to analyze the characteristics of
spatial dynamic distribution of the economic development level of the
Yellow River Basin. The specific research conclusions are as follows:
(1) According to the measurement results of the development level
of the Yellow River Basin from 2012 to 2022, the high-quality economic
development level of the Yellow River Basin is stable and improving,
showing a steady upward trend. In addition, environmental regulation can positively promote the high-quality economic development of the Yellow River Basin and has remarkable results; Based on the dynamic evolution kernel density analysis, it is found that the high-quality economic development of the Yellow River Basin shows four significant
characteristics: the continuous right shift of economic center of gravity,
the right tailing of development level, the narrowing of peak width andthe increase of peak number. (2) Through the heterogeneous analysis of
different regions of the Yellow River Basin, first, the Yellow River Basin
is divided into upstream, midstream and downstream, and it is concluded
that the economic development level of each region is unbalanced. The
economic development level of the downstream region is significantly
higher than the overall level of the Yellow River Basin and the water level
of the upstream and midstream regions. The environmental regulation in
the downstream region can significantly promote the high-quality
economic development. The environmental regulation in the midstream
region has a negative impact on regional economic development and the
effect is not significant. The environmental regulation in the upstream
region has a positive impact on regional economic development, but the
effect is not significant; Second, according to the division of large,
medium and small cities, the environmental regulation of small cities and
large cities can significantly promote the high-quality development of
local economy, and the environmental regulation of medium-sized cities
has no significant negative impact on the high-quality development of
regional economy. (3) The analysis based on the intermediary effect test
results shows that the mechanism of environmental regulation on the
high-quality economic development of the Yellow River basin can be
achieved through three indirect mechanisms: optimizing the industrial
structure, improving the innovation ability of green technology and reducing the intensity of carbon emissions. The upgrading of industrial
structure and the innovation of green technology show a significant
positive intermediary effect, which is manifested in that the strengthening
of regulatory policies can effectively optimize the industrial structure and
promote the innovation of green technology; Carbon emission intensity
shows a reverse intermediary effect, that is, the increase of carbon
emissions per unit GDP will restrict the improvement of the quality of
economic development to a certain extent. Finally, based on the above
research conclusions, the countermeasures and suggestions of
environmental regulation to promote the high-quality development of the Yellow River Basin are put forward. |
