摘要

随着经济转型升级的推进,我国产业布局从以往单一产业在特定地理区域的规模集聚,逐步向制造业与生产性服务业协同集聚的方向转变。同时在全球化和城市化进程不断推进以及产业链重构压力下,城市经济面临着各种内外部冲击,城市经济韧性研究尤为关键。制造业与生产性服务业的协同集聚对增强城市经济韧性具有不可或缺的作用。

本文旨在通过测度长江经济带城市产业协同集聚的状况以及相应城市经济韧性水平,进而检验分析产业协同集聚对城市经济韧性产生影响及传导机制。通过相关理论的阐述,本文认为产业协同集聚促进城市经济韧性水平的提升,通过技术创新、资源配置这两种渠道,并存在空间溢出效应。基于以上理论分析,本文首先采用修正的产业协同集聚指数与熵值法分别测算出长江经济带105个地级市的产业协同集聚与相应城市经济韧性水平,结果显示两者在空间上呈现上游至下游逐渐增高的分布特征,在时间上产业协同集聚呈现波动趋势、城市经济韧性水平则稳步提高。其次,本文通过双向固定效应模型实证检验了产业协同集聚对长江经济带城市经济韧性水平的促进作用,经过一系列稳健性和内生性检验结论依然成立。之后分别基于城市所在流域、城市类型、城市规模和生产性服务业分类标准进行了异质性分析,结果表明上游城市与下游城市、工业化城市、中小城市的产业协同集聚促进效果更为显著,低端生产性服务业与制造业协同更加有效促进城市经济韧性水平提升。再次,对技术创新与资源配置发挥的传导作用进行了实证检验,结果显示产业协同集聚通过提升技术创新水平与优化资源配置提高长江经济带城市经济韧性水平。最后,本文通过空间杜宾模型进一步考察了产业协同集聚对城市经济韧性的空间溢出效应,结果表明各地区产业协同集聚对邻近城市经济韧性均表现出显著促进特征。

本文基于以上实证结果提出相应的政策建议。各地依据当地产业优势,提升产业协同集聚水平;加大科技创新投入,促进产业集聚技术创新;提升城市要素资源合理化配置,深化要素市场化改革;促进区域产业空间协调联动,推动区域一体化建设。

With the advancement of economic transformation and upgrading, China's industrial layout has gradually shifted from the previous situation where a single industry was concentrated in specific geographical areas to a situation where manufacturing and production-related services are clustered together. At the same time, under the continuous advancement of globalization and urbanization as well as the pressure of industrial chain reconfiguration, urban economies are facing various internal and external shocks. The research on urban economic resilience is particularly crucial. The collaborative clustering of manufacturing and production-related services plays an indispensable role in enhancing urban economic resilience.

This paper aims to measure the status of industrial collaborative clustering in cities along the Yangtze River Economic Belt and the corresponding level of urban economic resilience, and then test and analyze the impact of industrial collaborative clustering on urban economic resilience and its transmission mechanism. Through the elaboration of relevant theories, this paper holds that industrial collaborative clustering promotes the improvement of urban economic resilience through two channels of technological innovation and resource allocation, and there is also a spatial spillover effect.Based on the above theoretical analysis, this paper first uses the revised industrial synergy agglomeration index and entropy method to calculate the industrial collaborative clustering level and the corresponding urban economic resilience of 105 prefecture-level cities along the Yangtze River Economic Belt. The results show that the industrial collaborative clustering and the urban economic resilience level present a gradually increasing spatial distribution feature from upstream to downstream, and the industrial collaborative clustering shows a fluctuating trend over time while the urban economic resilience level steadily improves. Secondly, this paper empirically examines the promoting effect of industrial collaborative clustering on the urban economic resilience level of cities along the Yangtze River Economic Belt through a two-way fixed effect model. After a series of robustness and endogeneity tests, the conclusion still holds. Subsequently, based on the classification standards of the city's location basin, city type, city size, and production-related services, heterogeneity analysis was conducted. The results show that the collaborative clustering of upstream and downstream cities, industrialized cities, and small and medium-sized cities has a more significant promoting effect on urban economic resilience, and the collaborative clustering of low-end production-related services and manufacturing has a more effective promotion effect on the improvement of urban economic resilience. Finally, the paper empirically examines the transmission effect of technological innovation and resource allocation. The results show that industrial collaborative clustering improves the urban economic resilience level of cities along the Yangtze River Economic Belt by enhancing the technological innovation level and optimizing resource allocation. The paper further examines the spatial spillover effect of industrial collaborative clustering on urban economic resilience through the spatial Durbin model. The results show that the industrial collaborative clustering in each region has a significant promoting feature on the urban economic resilience of surrounding cities.

Based on the above empirical results, this paper puts forward corresponding policy suggestions. Each region should enhance the industrial collaborative clustering level based on its local industrial advantages; increase investment in technological innovation to promote industrial cluster technological innovation; improve the rational allocation of urban elements and resources, deepen the market-oriented reform of elements; promote regional industrial spatial coordination and linkage to promote regional integration construction.
