摘要

随着生态文明建设成为新时代中国特色社会主义事业的重要组成部分,环保设备行业迎来了前所未有的发展机遇环保设备的运营维护工作作为环境保护的重要一环直接关系到环境治理的效果在此背景下,本研究以H环保集团为研究对象,深入调查访谈了环保设备运维人员绩效考核体系的现状和存在的问题,旨在提出切实可行的优化策略,提升绩效考核的有效性。

本研究通过向员工发放问卷调查并结合对员工的深度访,全面收集和分析了关于运维人员绩效考核体系的第一手资料发现现有的绩效考核体系存在以下主要问题:员工对考核认可度低考核指标针对性不足考核过程缺乏双向沟通考核结果激励导向偏颇进一步分析发现上述问题的原因评价者宽大倾向和趋中倾向;制定者对运维工作研究不足;考核过程员工参与度低且结果反馈缺失;激励措施单一且力度持续性差。基于这些发现,本研究从考核体系评价方法、考核指标、流程沟通、结果应用四个维度提出了一系列优化策略。首先,评价方法优化提升认可度;其次,针对运维人员重构考核指标;再次,制定个性化绩效改进计划,开展绩效面谈,增强双向沟通;最后,将绩效与薪酬、晋升挂钩,制定差异化激励方案。

本研究不仅有助于提高H环保集团的运维效率和员工满意度,也为整个环保行业的人力资源管理实践提供了有益的参考。通过优化绩效考核体系,可以更好地发掘和培育人才,推动组织目标的达成,进而提高环保设备的运维效率和质量,为环境保护事业的发展作出贡献。

英文摘要

As the construction of ecological civilization has become an important part of the cause of socialism with Chinese characteristics in the new era, the environmental protection equipment industry has encountered unprecedented development opportunities. The operation and maintenance of environmental protection equipment, as an essential part of environmental protection, is directly related to the effectiveness of environmental governance. Against this backdrop, this study takes H Environmental Protection Group as the research subject, deeply investigates and interviews the current situation and existing problems of the performance appraisal system for environmental protection equipment operation and maintenance personnel, aiming to propose practical optimization strategies to enhance the effectiveness of performance appraisal.

Through distributing questionnaires to employees and combining in-depth interviews with them, this study has comprehensively collected and analyzed first-hand data on the performance appraisal system for operation and maintenance personnel, revealing the following major issues with the existing performance appraisal system: low employee recognition of the appraisal; insufficient relevance of appraisal indicators; lack of two-way communication in the appraisal process; and biased incentive orientation of appraisal results. Further analysis has identified the reasons for these problems as the leniency and central tendency of evaluators; insufficient research on operation and maintenance work by the formulators; low employee participation in the appraisal process and lack of result feedback; and single and poorly sustained incentive measures. Based on these findings, this study proposes a series of optimization strategies from four dimensions: appraisal method, appraisal indicators, process communication, and result application. First, optimize the appraisal method to enhance recognition; second, reconstruct appraisal indicators specifically for operation and maintenance personnel; third, develop personalized performance improvement plans, conduct performance interviews, and enhance two-way communication; and finally, link performance with salary and promotion to develop differentiated incentive schemes.

This study not only helps to improve the operation and maintenance efficiency and employee satisfaction of H Environmental Protection Group but also provides a useful reference for human resources management practices across the entire environmental protection industry. By optimizing the performance appraisal system, it is possible to better identify and cultivate talent, promote the achievement of organizational goals, thereby enhancing the operation and maintenance efficiency and quality of environmental protection equipment, and contributing to the development of the environmental protection cause.
