摘要
在党中央的带领下我国已经取得了脱贫攻坚战的胜利,基本解决了我国的总体绝对贫困现象,然而作为一个典型的城乡二元经济国家,在过去数十年中城市的率先发展引领国家经济的高速发展,城乡居民收入分配不均衡现象日益成为值得关注的问题,因此通过进一步经济改革与收入分配制度,实现城乡居民收入绝对差距的逐步缩小成为经济发展的重要目标。地方政府可以通过调整地区财政支
出总量和结构来影响城乡居民收入差距,其中的中等职业教育财政支出既能直接挤入当期居民的消费支出,也能通过提升人力资本水平间接影响到城乡居民收入,对于提升农村个体的预期收入具有重大意义。因此发挥好中等职业教育的经济社会效应,对于促进产业结构优化升级和提高个体收入水平,促进共同富裕的早日实现具有重大意义。
本文首先介绍了有关中等职业教育影响城乡居民收入差距的国内外理论文献,提炼出相关研究成果,在分析中等职业教育发展现状特点和测度城乡居民收入差距的泰尔指数的基础上,分析我国城乡居民收入差距的总体状况和地区特点,将中等职业教育与城乡居民收入差距联系在一起。其次在理论分析和现状分析的基础上,运用双向固定效应模型进行实证检验,证明中等职业教育发展会扩大城 乡居民收入差距,并从产业结构高级化、合理化和非农化三个维度进一步进行检验,构建中介效应模型检验中等职业教育对城乡居民收入差距的影响机制。然后从空间视角出发,分别研究中等职业教育与城乡居民收入差距的空间集聚特征,分别建立空间杜宾模型实证分析中等职业教育对城乡居民收入差距的空间溢出效应。结果表明省际间中等职业教育和城乡居民收入差距呈现出明显的空间正相关性,邻接地区中等职业教育发展对本地区的城乡居民收入差距有扩大的效应,从产业结构高级化、合理化和非农化三个维度来看有同样的扩大效果。最后,基于文献梳理和本文实证研究结论,并结合现阶段我国产业结构升级的大背景和中等职业教育发展的现实状况,提出了如下建议:第一,建立中等职业教育经费投入动态调整机制,提升经费支出效率。第二,立足本地实际状况,推动产业结构合理布局。第三,构建政府部门政策交流机制,推动区域协调发展。

Under the leadership of the CPC Central Committee, China has achieved victory in the battle against poverty and basically solved the overall absolute poverty phenomenon in China, however, as a typical urban-rural dual economy country, in the past decades, the city's pioneering development has led the country's high-speed economic development, and the imbalance in the distribution of income between urban and rural residents has increasingly become a problem worthy of attention, therefore, through further economic reforms and income distribution system. Therefore, through further economic reforms and income distribution system, it has become an important goal of economic development to realize the gradual reduction of the absolute income gap between urban and rural residents. Local governments can influence the income gap between urban and rural residents by adjusting the total amount and structure of regional financial expenditures, in which the financial expenditures on secondary vocational education can not only directly squeeze into the current residents' consumption expenditures, but also indirectly affect the income of urban and rural residents by improving the level of human capital, which is of great significance for improving the expected income of rural individuals. Therefore, it is of great significance to play the economic and social effects of secondary vocational education to promote the optimization and upgrading of industrial structure and improve the level of individual income, and to promote the early realization of common prosperity.

This paper firstly introduces the domestic and foreign theoretical literature about the influence of secondary vocational education on the income gap between urban and rural residents, extracts the relevant research results, and analyzes the overall situation and regional characteristics of China's urban and rural residents' income gap on the basis of analyzing the characteristics of the current situation of the development of secondary vocational education and the Terrell index for measuring the income gap between urban and rural residents, and links secondary vocational education with the income gap between urban and rural residents. Secondly, on the basis of theoretical analysis and current situation analysis, the two-way fixed effect model is used to carry out empirical tests to prove that the development of secondary vocational education will widen the income gap between urban and rural residents, and further tests are carried out from the three dimensions of the industrial structure of the advanced, rationalized and non-agricultural, and the mediating effect model is constructed to test the mechanism of the influence of secondary vocational education on the urban-rural residents' income gap.

Then from the spatial perspective, the spatial agglomeration characteristics of secondary vocational education and urban-rural residents' income gap are studied separately, and the spatial spillover effect of secondary vocational education on urban-rural residents' income gap is analyzed by establishing the spatial Durbin model empirically. The results show that inter-provincial secondary vocational education and urban-rural residents' income gap show obvious spatial positive correlation, and the development of secondary vocational education in neighboring regions has the effect of expanding the urban-rural residents' income gap in the region, which has the same expanding effect from the viewpoint of the three dimensions of the industrial structure of advancedization, rationalization and non-agriculturalization. Finally, based on the literature combing and the empirical findings of this paper, and combining the background of China's industrial structure upgrading and the reality of the development of secondary vocational education at the present stage, the following suggestions are put forward: First, establish a dynamic adjustment mechanism for secondary vocational education funding, and enhance the efficiency of education spending. Second, based on the actual situation of the local community, promote the rational layout of industrial structure. Thirdly, to build a mechanism for exchange of policies among government departments to promote coordinated regional development.
