Under the threshold of Xi Jinping's thought on the rule of law, studying the cultivation of the rule of law literacy among college students is an important part of the implementation of ideological and political education, but also the appeal of training young people to shoulder the great responsibility of national rejuvenation. As the main force of the construction of a modern socialist country, their literacy level is closely related to the national development. However, it is a pity that the legal literacy level of some college students still has room to rise away from the modernization requirements. This is not only the entry point of the article research, but also the force point of the cultivation path.

The article focuses on studying the path of cultivating college students 'legal literacy under the threshold of Xi Jinping's rule of law ideology, and strictly follows the logical order of "raising problems, analyzing problems and solving problems". First, through extensive reading of relevant literature, the concepts related to the theme and the theoretical basis of integration are systematically combed. Secondly, the paper in the form of a questionnaire to some college students in Gansu Province to investigate, in-depth understanding of the current situation of college students' legal literacy. The survey found that there are also some problems in the cultivation of the rule of law literacy, that is, the depth and breadth of the cognition of the rule of law is insufficient, the belief in the rule of law still needs to be further respected, the will of the rule of law still needs to be tempered, and the participation in the practice of the rule of law is not extensive enough. After clarifying the problems, the four dimensions of the rule of law literacy are taken as the foothold to analyze the reasons behind the existing problems in each dimension. Finally, combined with the four dimensions of cultivation, we strive to build the path framework of "society + university + family + individual" to deepen college students 'cognition of the rule of law, strengthen their belief in the rule of law, shape college students' will of the rule of law, and promote their practice of the rule of law.
