摘要

新时代中国特色社会主义建设加速发展,面临着新的风险与挑战。国家应急管理体系的建设已成为当务之急。而作为应急管理体系必不可少的子系统之一的应急文化建设与传播就成了不可忽视的精神力量。在当今这个“万物皆媒”的融媒体时代,应急文化传播既要认识其关键技术,更要把握其核心理念,就是要依靠互联网思维,掌握“融”的内涵。应急文化的传播主要体现在从单一到多元个性化、传播从单向到多层互动性、资源从松散到汇集融合、方式从“严肃”到“娱乐自由”,突出以用户为核心,突出以优质信息为基础,突出以信息技术为支撑,更加注重应急文化品牌的塑造,更加注重传播力和话语权的提升。

当前应急文化建设任重道远,本论文从应急文化传播的发展与历程出发,研究融媒体环境下应急文化的新特点和面临的新问题,从传播体系建设,传播技术赋能、传播内容创新、传播渠道拓展等方面出发,提出应急文化在融媒体时代的传播策略力求为推进应急文化建设,提升应急管理效能、加强宣传引导和组织领导、推进我国应急管理治理能力现代化提供助力。

英文摘要

The accelerated development of Socialism with Chinese characteristics in the new era is facing new risks and challenges. The construction of a national emergency management system has become an urgent task. As one of the essential subsystems of the emergency management system, the construction and dissemination of emergency culture has become a spiritual force that cannot be ignored. In today's era of integrated media where everything is a medium, emergency cultural communication not only needs to understand its key technologies, but also grasp its core concepts, relying on internet thinking to grasp the connotation of "integration". The dissemination of emergency culture is mainly reflected in the transition from single to diversified personalization, from one-way to multi-layer interactivity, from loose to integrated resources, and from "serious" to "entertainment freedom" in methods. It emphasizes user centeredness, high-quality information as the foundation, and information technology as support. It pays more attention to the shaping of emergency culture brands, and enhances communication power and discourse power.

The current construction of emergency culture has a long way to go. Starting from the development and process of emergency culture communication, this paper studies the new characteristics and problems faced by emergency culture in the integrated media environment. Starting from the construction of communication system, empowerment of communication technology, innovation of communication content, and expansion of communication channels, it proposes communication strategies for emergency culture in the era of integrated media, striving to promote the construction of emergency culture and improve the efficiency of emergency management Strengthen publicity, guidance, organizational leadership, and provide assistance in modernizing China's emergency management and governance capabilities.
