摘要

全球新一轮科技革命和产业革命的加速演进使创新成为高质量发展的关键要素,创新要素相对集中的高技术产业将成为我国实现产业转型升级和高质量发展的重要战略型产业,提升高技术产业创新效率刻不容缓。互联网的快速发展显著推动了高技术产业创新效率水平的提升:互联网具备高效的信息获取和传递能力,可以在高技术产业的产品研发阶段有效地整合资源,提高企业运营效率和生产效率,降低运营成本,在成果转化阶段加快科研成果转化,从而促进高技术产业创新效率的提升;也可以通过促进产业升级,加剧市场竞争,倒逼高技术产业加强网络化协同,优化产业链和供应链整体配置,间接提升高技术产业创新效率。但二者之间的关系并不是线性的,基于我国2006-2020年省级面板数据的经验检验发现:我国互联网的发展与高技术产业创新效率总体上呈倒“U”型的非线性关系,并且两者的倒“U”型关系在互联网发展水平较高的地区更为明显,这凸显出当前加强对互联网企业监管的重要意义。空间杜宾模型检验结果显示互联网发展对高技术产业创新效率具有显著的正向空间溢出效应:互联网通过自身强大的技术扩散效应,促进了区域间的高技术产业创新要素流动和合作竞争,最终对本区域和邻近区域的高技术产业创新效率都产生显著促进作用。总的来看,为提升我国高技术产业创新效率总体水平,既需要激发互联网内在的创新驱动力,大力支持互联网与高技术产业融合发展,同时也要加强对互联网企业的监管,减少垄断可能性,更好发挥其促进高技术产业创新效率的积极作用。

英文摘要

The accelerated evolution of the global new round of technological revolution and industrial revolution has made innovation a key element of high-quality development. High tech industries with relatively concentrated innovation elements will become an important strategic industry for China to achieve industrial transformation, upgrading, and high-quality development. Improving the innovation efficiency of high-tech industries is urgent. The rapid development of the Internet has significantly promoted the improvement of innovation efficiency in high-tech industries: the Internet has efficient information acquisition and transmission capabilities, which can effectively integrate resources in the product development stage of high-tech industries, improve enterprise operational and production efficiency, reduce operating costs, accelerate the transformation of scientific research results in the achievement transformation stage, and thus promote the improvement of innovation efficiency in high-tech industries; It can also indirectly improve the innovation efficiency of high-tech industries by promoting industrial upgrading, intensifying market competition, forcing high-tech industries to strengthen networked collaboration, optimizing the overall configuration of industrial and supply chains. However, the relationship between the two is not linear. Based on the empirical test of China's provincial panel data from 2006 to 2020, it is found that the development of China's Internet and the innovation efficiency of high-tech industries generally show an inverted "U" shaped nonlinear relationship, and the inverted "U" shaped relationship between the two is more obvious in regions with higher Internet development levels, which highlights the importance of strengthening the supervision of Internet enterprises at present. The spatial Durbin model test results show that the development of the Internet has a significant positive spatial spillover effect on the innovation efficiency of high-tech industries: the Internet, through its strong technology diffusion effect, promotes the flow of high-tech industry innovation factors and cooperative competition between regions, and ultimately has a significant promoting effect on the innovation efficiency of high-tech industries in this region and neighboring regions. Overall, in order to improve the overall level of innovation efficiency in China's high-tech industry, it is necessary to stimulate the inherent innovation driving force of the Internet, vigorously support the integration and development of the Internet and high-tech industries, and also strengthen the supervision of Internet enterprises, reduce the possibility of monopolies, and better play their positive role in promoting innovation efficiency in high-tech industries.
