摘要

      为解决住房的基础民生问题,建设银行甘肃省分行依托现代金融科技构建住房租赁平台,发展住房租赁业务。建设银行甘肃省分行实施住房租赁业务以来,取得了一定的成效和经验,但也存在亟需解决的问题。由此,本文在梳理相关理论和文献的基础上,从建行甘肃省分行实施住房租赁的两个典型案例入手,对建行甘肃省分行进行住房租赁业务的发展现状、经验及存在的主要问题进行深入分析,最终得出一些银行业开展住房租赁业务的启示。

      文章在分析了总结商业银行住房租赁业务相关概念和理论的基础上,对我国住房租赁业务的发展现状进行了分析总结。采用案例分析法,对建行甘肃省分行住房租赁业务开展中鸿鹄人才公寓项目、住房租赁“监管+”平台建设的案例进行描述。建行甘肃省分行开展的鸿鹄人才公寓项目采取轻重资产并行的存房租赁运营方式,债权融资和现金流融资相结合的融资方式;建立了为多主体服务的住房租赁服务平台体系,并形成了住房监管与服务的五个子系统,共同服务于住房租赁业务的开展和住房租赁市场的监管。通过案例分析发现,建行甘肃省分行在发展住房租赁业务过程中,取得的经验主要有从供给侧解决了房源不足问题,破除信息壁垒解决信息不对称,住房租赁平台实现便捷和安全,科技助力住房租赁市场监管等。进一步分析发现,目前建行甘肃省分行住房租赁业务发展中存在的主要问题有住房租赁业务模式仍不成熟、平台系统功能有待进一步整合与延伸、住房租赁业务盈利能力尚不足、面临诸多潜在风险等问题。

      基于上述分析,本文得出了几点启示,一是要加快形成成熟的存房租赁业务模式;二是借助金融科技力量进—步整合完善平台;三是创新产品服务提升住房租赁业务收益;四是完善风险管控体系化解住房租赁业务风险。以期为建行甘肃省分行以及其他银行发展住房租赁业务提供一定的理论和实践借鉴。

英文摘要

In order to solve the basic livelihood problems of housing, Gansu Branch of China Construction Bank relies on modern financial technology to build a housing leasing platform and develop housing leasing business. Since the implementation of Housing leasing business in Gansu Branch of China Construction Bank, it has achieved certain results and got a lot of experience, but there are also have problems that need to be solved urgently. Therefore, on the basis of combing relevant theories and literature, starting with two typical cases of Housing leasing implemented by Gansu Branch of China Construction Bank, this paper makes an in-depth analysis on the development status, experience and main problems of Housing leasing business carried out by Gansu Branch of China Construction Bank, and finally obtains some enlightenment of Housing leasing business carried out by the bank.

On the basis of analyzing and summarizing the relevant concepts and theories of Housing leasing business of commercial banks, this paper analyzes and summarizes the development status of Housing leasing business in China.Using the method of case analysis, this paper describes the cases of Honghu talent apartment project and the construction of "supervision +" platform for Housing leasing in the housing leasing business of Gansu Branch of China Construction Bank. The Honghu talent apartment project carried out by Gansu Branch of China Construction Bank adopts the mode of deposit and lease operation with light and heavy assets, and the financing mode of combining debt financing and cash flow financing; A multi-agent housing rental service platform system has been established, and five subsystems of housing supervision and service have been formed to jointly serve the development of housing rental business and the supervision of housing rental market. Through the case analysis, it is found that in the process of developing the housing rental business, the experience gained by Gansu Branch of China Construction Bank mainly includes solving the problem of insufficient housing supply from the supply side, breaking the information barrier and solving the information asymmetry, realizing the convenience and safety of the housing rental platform, and assisting the supervision of the housing rental market with science and technology. Through further analysis, it is found that the main problems existing in the development of Housing leasing business of Gansu Branch of China Construction Bank are that the housing leasing business model is still immature, the functions of the platform system need to be further integrated and extended, the profitability of Housing leasing business is still insufficient, facing many potential risks and so on.

Based on the above analysis, this paper draws some enlightenment: first, the bank should speed up the formation of a mature housing rental business model; Second, further integrate and improve the platform with the help of financial science and technology; Third, innovate products and services to improve the income of Housing leasing business; Fourth, improve the risk control system and resolve the risks of Housing leasing business. In order to provide some theoretical and practical reference for the development of Housing leasing business by Gansu Branch of China Construction Bank and other banks.
