历史唯物主义认为人民群众是社会历史的主体，是历史的创造者。在社会历史发展过程中，人民群众起着决定性的作用。人民群众的总体意愿和行动代表了历史发展的方向，人民群众的社会实践最终决定了历史发展的结局。“以人民为中心”的发展思想坚持和发展了历史唯物主义的群众史观，继承了中国共产党历代领导人对人民问题的探索和思考，深化了中国共产党全心全意为人民服务的根本宗旨，丰富了中国特色社会主义理论体系，彰显了中国共产党人的初心和使命。在新的发展阶段，“以人民为中心”的发展思想全面回答了“发展为了谁，发展依靠谁，发展成果由谁享有”的重要问题。

本论文从历史唯物主义视域出发，对“以人民为中心”的发展思想展开全面研究，全文总共有五章内容。第一章对此选题的背景、意义、国内外研究现状以及研究思路和方法进行了概括和分析；第二章详细阐述了“以人民为中心”的发展思想的时代背景和理论渊源；第三章梳理展示“以人民为中心”的发展思想的主要内容，从主要内容的论述中把握发展为了人民，发展依靠人民，发展成果由人民享有的基本内涵；第四章论述“以人民为中心”的发展思想在经济、政治、文化、社会、生态方面的实践路径；第五章研究“以人民为中心”的发展思想的当代价值。作为习近平新时代中国特色社会主义思想的重要内容，“以人民为中心”的发展思想深刻反映了以习近平同志为核心的党中央坚持和发展中国特色社会主义的价值立场和方法依据，体现了对马克思主义基本原理、基本立场和基本观点的继承创新。
