摘要	Talent movement becomes one of the key issues for human resource management and their organizations. This paper presents a different assessment on rational talent outflow. We put forward a model of talent movement between the organization and the region, and then analyze the effects of rational talent movement on both the organization and local economy. Finally, this paper gives some advices on human training and retaining.
