In the new era of innovation-driven development of new-quality productivity to achieve common prosperity, the cross-regional mobility of labor as"living water"has a profound impact on regional income gap and experiences a"qualitative"changes with the level of technological innovation. This paper takes the level of technological innovation as the threshold variable, selects China's provincial panel data from 2003-2022 as the sample, and empirically tests the relationship between labor flow, technological innovation level and inter-regional income gap by constructing a nonlinear panel threshold model. It is found that labor flow has an inverted U-shaped relationship to regional income gap. When the technological innovation level is lower than the threshold value, the labor flow significantly expands the inter-regional income gap. When the threshold value is reached, labor flow has a convergence effect on the inter-regional income gap, showing regional heterogeneity. When the threshold is crossed, the outflow of labor from the developed coastal areas in the east and north and the inflow of labor from the less developed areas in the northeast and the Great northwest will narrow the inter-regional income gap. Therefore, conforming to the trend of labor flow, eliminating labor flow barriers, and narrowing the inter-regional technological innovation gap are effective ways to narrow the inter-regional income gap and target common prosperity.
