摘要	基于双循环格局，以“一带一路”国际商贸环境开放为研究对象，构建核心资源评价指标体系及评价方法，以甘肃省向西开放国际商务环境为论点，通过对其SWOT分析得出甘肃省向西开放国际商务环境的现状，实证分析得出甘肃省向西开放国际商务环境的变化，针对性提出对策建议。为西部省市更高效融入双循环格局、优化向西开放国际商务环境、实现区域经济高质量发展目标提供理论支撑。
其他摘要	Based on the dual circulation pattern,the paper takes the opening of the international business environment under the Belt and Road Initiative as the research object,constructs the core resource evaluation index system and evaluation method.Through SWOT analysis of Gansu Province's international business environment,it concludes its current situation and existing problems for opening to the west,analyses the changes in the international business environment in Gansu Province,and finally puts forward countermeasures and suggestions.The paper provides theoretical support for the integration of the western provinces into dual circulation pattern,the optimization of international business environment for opening to the west and the realization of high-quality regional economic development goals.
