摘要 | 农业农村是国家经济发展的稳固基石与坚强后盾。党的十九大提出了乡村振兴战略,
并强调了按照“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”的总要求来推
进乡村振兴。这一战略的核心目标是推动农村经济社会全面进步,着力提升农民的生活
品质,实现农村的持久而稳定的发展。在这一进程中,人才作为一种不可或缺的重要资
源,不仅是引领乡村产业、文化、组织、生态等多方面发展的核心力量,更是农业农村
持续发展的坚实保障,推动着乡村振兴战略的实施和深化。
临洮县拥有马铃薯、蔬菜、百合、中药材、花木、养殖等六大特色优势产业,这些
产业的发展不仅丰富了当地的经济结构,也为乡村振兴注入了强劲动力。然而,正是由
于其产业的多样化,临洮县在乡村人才的培养和留用方面所面临的挑战也更为复杂和多
元。研究发现,临洮县存在人才进出不平衡、人才开发不充分和人才配置不合理等问题。
如何解决人才瓶颈,实现人才振兴,进而激发经济活力成为临洮县当下亟需解决的重点
问题。
研究乡村人才振兴不能只关注人才本身,要结合经济、社会和文化等其他因素综合
考虑。临洮县乡村人才问题产生的原因不仅在于人才引育留机制不到位,而且还与乡村
经济发展根基弱、公共服务均等化落地缓、乡村价值观念影响深有关。要高质量推进人
才振兴,必须精准把握人才振兴与产业振兴、文化振兴等之间的紧密关系,多方发力,
共同为人才营造良好的生活与发展空间。通过完善人才引育留制度,夯实乡村经济发展
基础,改善乡村传统价值观念,提升社会公共服务保障,不仅要将外部人才引进来,本
土人才培育好,更要让人才留得住、发展好。 |
英文摘要 | Agriculture and rural areas serve as the solid foundation and strong support
for national economic development. The 19th National Congress of the
Communist Party of China proposed the strategy of rural revitalization,
emphasizing the promotion of rural revitalization in accordance with the overall
requirements of "prosperous industries, livable ecology, civilized rural culture,
effective governance, and affluent life". The core objective of this strategy is to
comprehensively advance rural economic and social progress, enhance the
quality of life for farmers, and achieve sustained and stable rural development.
In this process, talent serves as an indispensable and crucial resource. It is not
only the core force leading the development of rural industries, culture,
organizations, and ecology, but also a solid guarantee for the sustainable
development of agriculture and rural areas, driving the implementation and
deepening of the rural revitalization strategy.
Lintao County in Gansu Province boasts six major industries with distinct
advantages: potatoes, vegetables, lilies, traditional Chinese medicinal materials,
flowers and trees, and animal husbandry. The development of these industries
has not only enriched the local economic structure but also injected strong
momentum into rural revitalization. However, due to the diversity of its
industries, Lintao County faces more complex and diverse challenges in
cultivating and retaining rural talents. Research has revealed issues such as
unbalanced talent inflow and outflow, inadequate talent development, and
unreasonable talent allocation in the county. Addressing the talent bottleneck,
achieving talent revitalization, and stimulating economic vitality have become
urgent issues that Lintao County needs to address.
Studying rural talent revitalization cannot solely focus on talent itself but
must also consider other factors such as the economy, society, and culture
comprehensively. The reasons for the rural talent issues in Lintao County are not
only due to inadequate mechanisms for attracting, cultivating, and retaining
talent but also related to the weak foundation of rural economic development,
the slow implementation of equalization of public services, and the profound
influence of rural values. To promote talent revitalization with high quality, it is
necessary to accurately grasp the close relationship between talent revitalization
and industrial revitalization, cultural revitalization, and other aspects. Through
coordinated efforts from multiple parties, a favorable living and development
space for talent should be created. This involves improving the system for
attracting, cultivating, and retaining talent, strengthening the foundation of rural
economic development, reforming traditional rural values, and enhancing social
public service guarantees. The goal is not only to attract external talent and
cultivate local talent but also to ensure that talent can stay and thrive. |
