摘要
伴随银色浪潮的到来,人口老龄化已成为中国社会发展过程中面临的重大挑战之一。 为此,中国政府积极探索建立居家、社区、机构医养结合的养老创新模式。“医养结合” 模式已经成为养老行业重要的发展方向。但是,我国养老服务政策体系还处于建立和完善 的关键阶段,国家出台了一系列支持政策,对医养结合模式予了较多关注。但是,部分 养老公司受限于传统的养老院等模式,对“医养结合”业务的认识还不足,而传统的养老 市场竞争日益激烈,需要各养老机构顺应市场发展变化,在“医养结合”方面进行战略布 局,制定对应的发展战略。东双养老有限公司是四川省内较知名民营养老机构,近年来面 临发展速度下降等问题,迫切需要再“医养结合”的背景下,进一步制定发展战略。 基于以上背景,本文对“医养结合”背景下,调查分析东双养老公司发展的现状和存 在的问题,从而对东双养老公司的发展战略进行研究。首先,采用 PEST 分析、波特五力分析对该公司的外部环境进行分析,总结形成外部因素评价矩阵。其次,对该公司发展遇到 的问题、拥有的资源以及公司能力进行分析,总结形成内部因素评价矩阵。第三,采用 SWOT 以及定量化战略规划矩阵,对公司的不同发展战略进行选择。最后,在选择公司发展战略 的基础上,提出公司的业务战略、职能战略、具体的实施举措以及保障措施。
本文的研究结论如下 :(1)通过外部影响因素评价矩阵可以看到,东双养老公司的 评分为 2.1729,得分并不高,说明当前公司的发展战略在面对外部机会时,未能很好的利用外部机会进行发展。同时,公司还面临行业的激烈竞争的威胁。因此,需要制定有效的发展战略来充分利用外部机会,并应对外部威胁;(2)通过内部影响因素评价矩阵可以看到,东双养老公司的评分为2.2931,得分并不高,说明当前公司的发展战略并未充分发挥内部优势,也未克服内部劣势。因此,需要制定有效的发展战略来充分发挥内部优势,克服内部劣势;(3)通过定量化战略矩阵可以看到,前向一体化战略的评分结果为 4.622 分,后向一体化战略的评分结果为 4.687 分,扭转战略的评分为 3.815 分,水平多元化战略的
评分为 6.386 分,同心多元战略的评分为 5.23 分,巩固型战略的评分为 4.032 分。可以看到,水平多元化战略具有最高的评分,因此可以选择水平多元化战略作为东双养老公司的主要发展战略;(4)在发展战略的实施举措方面,提出探索多元化经营,拓宽业务范围;利用社会资源,加速公司发展;规范服务标准,打造行业标杆;加强线上养老服务信息平 台建设等措施。
 
英文摘要
With the arrival of the silver wave, aging population has become one of the
major challenges facing China in the 21st century. Therefore, the Chinese
government actively explores the establishment of an innovative model for the
coordinated development of home, community, and institutional medical and
elderly care services, providing a good policy environment for the development of
private elderly care institutions. In the dual context of external policy support,
changes in elderly care demand, and diversified service supply, as well as internal
enterprise planning for new development areas and brand building being stuck in
bottlenecks, in addition to the government's introduction of corresponding laws and
regulations to regulate and guide, it is more necessary for each elderly care
company to adapt to market development changes, meet market demand, upgrade
development strategies, and carry out "medical and elderly care integration"
services.
This article studies the development strategy of Dongshuang Elderly Care
Company under the background of "medical and elderly care integration". Firstly,
PEST analysis and Porter's Five Forces analysis were used to analyze the external
environment of the company, and an external factor evaluation matrix was formed.
Secondly, analyze the problems, resources, and capabilities encountered in the
development of the company, and summarize and form an internal factor evaluation
matrix. Thirdly, use SWOT and quantitative strategic planning matrix to select
different development strategies for the company. Finally, based on the selection of
the company's development strategy, propose the company's business strategy,
functional strategy, specific implementation measures, and safeguard measures.
The research conclusion of this article is as follows: (1) Through the evaluation
matrix of external influencing factors, it can be seen that the score of Dongshuang
Pension Company is 2.1729, which is not high, indicating that the current
development strategy of the company has not effectively utilized external
opportunities for development. Meanwhile, the company also faces the threat of
fierce competition in the industry. Therefore, it is necessary to formulate effective
development strategies to fully utilize external opportunities and respond to external
threats; (2) Through the evaluation matrix of internal influencing factors, it can be
seen that the score of Dongshuang Elderly Care Company is 2.2931, which is not
high, indicating that the current development strategy of the company has not fully
utilized internal advantages and has not overcome internal disadvantages. Therefore,
it is necessary to formulate effective development strategies to fully leverage
internal strengths and overcome internal weaknesses; (3) Through the quantitative
strategy matrix, it can be seen that the score for the forward integration strategy is
4.622 points, the score for the backward integration strategy is 4.687 points, the
score for the reversal strategy is 3.815 points, the score for the horizontal
integration strategy is 6.386 points, the score for the concentric integration strategy
is 5.23 points, and the score for the consolidation strategy is 4.032 points. It can be
seen that the horizontal integration strategy has the highest score, so the horizontal
integration strategy can be chosen as the main development strategy of Dongshuang
Elderly Care Company; (4) In terms of implementing development strategies, it is
proposed to explore diversified business operations and expand business scope;
Utilize social resources to accelerate company development; Standardize service
standards and create industry benchmarks; Measures such as strengthening the
construction of online elderly care service information platforms.
