摘要
  工业作为产业发展中碳排放的主要领域之一,积极推动工业绿色发展是实现碳中和目标的重要支撑。而黄河流域作为我国重要的经济发展区域,带动北方地区多数省份的发展。因此,改变黄河流域工业企业原本粗犷的发展模式,刺激企业节能减排,提高资源的综合利用率,减少环境污染,推动黄河流域工业的绿色转型升级和区域经济发展方式的转变,对于促进黄河流域工业绿色发展而言,皆是必要之举。基于此,研究黄河流域工业绿色发展影响因素尤为重要。
  本文基于多极发展视角,文章首先界定绿色发展及工业绿色发展的内涵,梳理工业绿色发展的相关基础理论。其次,采用考虑非期望产出的SBM模型和Malmquist指数,从静态和动态两个层面分析黄河流域全流域及“五极”城市群2003-2021年工业绿色发展效率。之后,基于所测得工业绿色发展效率值,本文采用Tobit模型进一步研究其工业绿色发展影响因素。具体结论如下:
  考虑非期望产出的 SBM 模型静态结果显示,从发展趋势来看,除了山东半岛城市群工业绿色发展效率值呈现轻微下降趋势之外,其他四个城市群和全流域工业绿色发展效率值均呈现波动式上升趋势。而从空间分布特征来看,黄河流域五个城市群工业绿色发展效率差异明显,其空间分布基本呈现出“中原城市群>山东半岛城市群>关中平原城市群>黄河‘几’字弯都市圈>兰州—西宁城市群”逐渐减弱的趋势。此外,Malmquist指数法动态结果显示,黄河流域“五极”城市群工业绿色发展全要素生产率的变化主要是因为技术进步和技术变化中的规模效率。之后的Tobit模型回归结果显示,不同的影响因素对于不同的城市群而言,产生影响的效果及是否显著的情况也不尽相同。
  最后,结合黄河流域实际情况及实证分析结果,提出“促进经济增长,助力工业绿色发展”、“优化产业结构,提高能源利用率”、“健全完善环境规制,加大政策执行力度”、“提高开放水平,合理引进外企”、“促进工业集聚,发挥规模效应”和“推动城镇化进程,注重工业绿色发展”六个方面的建议。

  Industry is one of the main areas of carbon emission in industrial development, and actively promoting industrial green development is an important support for achieving carbon neutrality. As an important economic development area in China, Yellow River Basin drives the development of most provinces in northern China. Therefore, it is necessary to change the original rough development mode of industrial enterprises in the Yellow River Basin, stimulate enterprises to save energy and reduce emission, improve the comprehensive utilization rate of resources, reduce environmental pollution, and promote the green transformation and upgrading of industrial industries in the Yellow River Basin and the transformation of regional economic development mode to promote the green development of industrial development in the Yellow River Basin. Based on this, it is particularly important to study the influencing factors of industrial green development in the Yellow River Basin.
  Based on the perspective of multi-polar development, this paper first defines the connotation of green development and industrial green development, and combs the relevant basic theories of industrial green development. Secondly, the SBM model and Malmquist index considering non-expected output are used to analyze the industrial green development efficiency of the whole Yellow River Basin and the Five city clusters during 2003-2021 from both static and dynamic levels. Then, based on the measured value of industrial green development efficiency, this paper adopts Tobit model to further study the influencing factors of industrial green development in the Yellow River Basin. Specific conclusions are as follows:
  The static results of the SBM model considering the non-expected output show that, from the perspective of development trend, the industrial green development efficiency values of the other four urban agglomerations and the whole river basin show a fluctuating upward trend except that the Shandong Peninsula urban agglomeration presents a slight downward trend. From the perspective of spatial distribution characteristics, the five urban agglomerations in the Yellow River Basin have obvious differences in industrial green development efficiency, and their spatial distribution basically shows a weakening trend of "Central Plains urban agglomeration > Shandong Peninsula urban agglomeration > Guanzhong Plain urban agglomeration > Yellow River 'Ji' curve metropolitan area > Lanzhou-Xining urban agglomeration". In addition, the dynamic results of Malmquist index method show that the change of total factor productivity of industrial green development in the Five city clusters in the Yellow River Basin is mainly due to technological progress and scale efficiency in technological change. The subsequent Tobit model regression results show that different influencing factors have different effects on different urban agglomerations and whether they are significant or not.
  Finally, combined with the actual situation of the Yellow River Basin and the empirical analysis results, it proposed "promote economic growth, help industrial green development", "optimize industrial structure, improve energy efficiency", "improve environmental regulation, strengthen policy implementation", "increase the level of opening up, rationally introduce foreign companies", "promote industrial agglomeration, give play to the scale effect" and "promote the process of urbanization, focus on industrial green development "six aspects of the proposal.
