摘要

近年来,通过党和国家及广大民众的不懈奋斗与积极追赶,中国成功跨越了低收入阶段,迈入了中等收入国家行列,其在全球的地位和影响力不断提升。随着中国产业生产能力的飞速发展,供给端已从短缺转向过剩。然而,过度依赖速度型发展模式带来了资源消耗过大、环境污染加剧、区域发展失衡等问题,中国经济发展方式亟待转型升级。告别高速增长阶段,转向追求高质量发展刻不容缓。习近平总书记明确提出要坚持践行新的发展理念,推动经济增长由单纯的数量扩张转向注重质量提升,强调应关注创新、协调、绿色、开放、共享等多元维度的发展。
    本文研究遵循以下路径展开:首先,根据研究目标和对象,系统梳理相关文献,明确高技术产业集聚与经济高质量发展的内涵本质,探究两者内在关联。继而,采用区位熵法对我国除西藏外的其余30个省市,按行业划分进行高技术产业集聚程度的评估,并深入剖析其在不同地域及行业间的时空演变特征。同时,围绕新发展理念的核心理念,借助熵权法构建一套全面的经济高质量发展评价指标体系,以对各个地区的经济发展质量进行详尽评估。随后,在上述理论基础之上,纳入产业结构优化程度等多个控制变量,深度剖析高技术产业集聚对经济高质量发展的实证效应。最后,运用空间计量经济学的研究手段,构建空间杜宾模型,以精确揭示并探讨高技术产业集聚对推动经济高质量发展的具体作用机制及影响程度。
    本研究揭示了以下核心发现:从2011年至2021年这一时间跨度内,我国高技术产业集聚格局经历了先下降后上升的变化过程,总体呈现回升态势。值得注意的是,东部地区虽有一定程度的集聚下降表现,但与此同时,中西部地区的产业集聚却呈上升趋势。然而,无论在集聚程度还是总量比较上,东部地区始终保持对中西部地区的显著优势。同期,我国经济高质量发展水平历经了一段波动调整阶段之后逐步企稳向好。各地域板块的表现与国家整体走势相呼应,其中东部地区持续引领高质量发展,其水平明显超越中西部地区。不过,在此期间,东、中部地区的高质量发展差距出现了缩减迹象,表明中部地区正逐步迎头赶上;高技术产业集聚对我国经济高质量发展具有明显的推动作用,特别是在东部地区的促进效果更为显著,此外,产业结构化水平、政府干预以及城镇化水平均对我国经济高质量发展起到正向促进作用。
    基于以上研究结果,本文在此基础上提出了几项针对性策略建议:(1)着力促进高技术产业集聚效应的深化,以期有力驱动区域技术创新力的增长;(2)强化政府在高技术产业升级进程中的战略导向与扶持职能;(3)着力改善并优化产业生态环境,旨在不断提升区域内的生产创新效率;(4)积极推动跨区域协作,针对不同地区的特色资源和发展需求,精准设定差异化的发展路径与目标,以期达成区域间的协同发展;(5)尤为强调环保议题的重要性,将其融入高技术产业发展规划之中,确保经济的持续、绿色发展。

英文摘要

In recent years, through the unremitting efforts and active pursuit of the Party, the state, and the general public, China has successfully crossed the low-income stage and entered the ranks of middle-income countries, with its global status and influence continuously improving. With the rapid development of China's industrial production capacity, the supply side has shifted from shortage to surplus. However, the excessive reliance on the speed based development model has brought about problems such as excessive resource consumption, intensified environmental pollution, and imbalanced regional development. China's economic development mode urgently needs to be transformed and upgraded. It is urgent to bid farewell to the stage of high-speed growth and shift towards pursuing high-quality development.  

This study follows the following path: Firstly, based on the research objectives and objects, systematically review relevant literature, clarify the connotation and essence of high-tech industry agglomeration and high-quality economic development, and explore the inherent relationship between the two. Then, the location entropy method is used to evaluate the agglomeration degree of high-tech industries in the rest 30 provinces and cities in China except Xizang by industry division, and deeply analyze the spatio-temporal evolution characteristics of high-tech industries in different regions and industries. At the same time, based on the core concept of the new development concept, a comprehensive evaluation index system for high-quality economic development is constructed using the entropy weight method to comprehensively evaluate the quality of economic development in various regions. Subsequently, based on the above theoretical foundation, multiple control variables such as the degree of industrial structure optimization were included to deeply analyze the empirical effect of high-tech industry agglomeration on high-quality economic development. Finally, using the research methods of spatial econometrics, a spatial Durbin model is constructed to accurately reveal and explore the specific mechanism and degree of impact of high-tech industry agglomeration on promoting high-quality economic development.

This study reveals the following core findings: from 2011 to 2021, the agglomeration pattern of high-tech industries in China has undergone a process of first decreasing and then increasing, showing an overall upward trend. It is worth noting that although the eastern region has shown a certain degree of decline in agglomeration, at the same time, the industrial agglomeration in the central and western regions is on the rise. However, both in terms of agglomeration degree and overall comparison, the eastern region has always maintained a significant advantage over the central and western regions. During the same period, the high-quality development level of China's economy gradually stabilized and improved after going through a period of fluctuation and adjustment. The performance of various regional sectors corresponds to the overall trend of the country, with the eastern region continuing to lead high-quality development, and its level significantly surpassing that of the central and western regions. However, during this period, there were signs of narrowing the gap in high-quality development between the eastern and central regions, indicating that the central region is gradually catching up; The agglomeration of high-tech industries has a significant promoting effect on the high-quality development of China's economy, especially in the eastern region. In addition, the level of industrial structure, government intervention, and urbanization have all played a positive role in promoting the high-quality development of China's economy.

Based on the above research results, this article proposes several targeted strategic suggestions: (1) focus on promoting the deepening of the agglomeration effect of high-tech industries, in order to effectively drive the growth of regional technological innovation; (2) Strengthen the strategic guidance and support functions of the government in the process of upgrading high-tech industries; (3) Focusing on improving and optimizing the industrial ecological environment, aiming to continuously enhance the production innovation efficiency within the region; (4) Actively promote cross regional cooperation, accurately set differentiated development paths and goals based on the unique resources and development needs of different regions, in order to achieve coordinated development between regions; (5) Emphasis is placed on the importance of environmental protection issues, integrating them into the development plan of high-tech industries to ensure sustained and green economic development.
