摘要

随着我国居民生活水平的提高,居民对住宅周围环境提出更高的要求,越来越多购房者倾向于优美且安静的环境。但是城市化进程的加快和铁路网覆盖面积的扩大使居民住宅发展到郊区铁路沿线列车在运行过程中产生高分贝噪声对沿线居民生活质量带来影响,而影响住宅的价值同时,因声环境引发的各种纠纷补偿屡见不鲜,然而在侵权法下确定铁路噪声污染不动产贬值数额十分棘手,这些纠纷需要评估机构科学评估不动产的贬值额解决量化补偿问题基于此,本文意在构建铁路噪声污染不动产贬值评估模型,为此类纠纷补偿救济提供思路。

本文首先对国内外关于不动产价值影响因素、噪声污染对不动产价值影响以及不动产贬值评估研究等研究成果进行了梳理,阐述研究现状,并明确了铁路噪声及污染标准和不动产贬值的概念以及噪声污染不动产贬值评估的相关理论,为铁路噪声污染对不动产贬值评估提供理论基础。其次通过对三种评估方法的优缺点进行综合分析,最终选用市场法作为本次研究的基本方法,同时分析了传统市场法评估时存在的不足,并引入灰色关联分析法、熵权法层次分析法以及归一化赋权重法构造铁路噪声污染对不动产贬值评估模型。最后,选取武汉某小区一处受铁路噪声污染的房产研究案例对其基本情况阐述后,基于构建的贬值评估模型评估该房产铁路噪声污染的贬值金额

通过理论研究、模型构建与案例分析,本文主要得出了以下两点结论:通过对比三种评估方法发现,对于噪声污染造成的不动产贬值评估市场法普适性更高且操作简单。本文所构造的噪声污染不动产贬值评估模型可以降低传统市场法评估带来的误差。运用此模型评估不动产贬值可以提高评估效率,规范评估流程,使评估结果更合理,更好地满足市场需求基于此,希望本文的研究可以为不动产贬值评估提供一定的思路及方法参考。

英文摘要

With the improvement of the living standards of Chinese residents, residents have put forward higher requirements for the quality of housing and the surrounding environment, and more and more buyers prefer a beautiful and quiet environment. However, the acceleration of urbanization and the expansion of the coverage area of the railway network have led to the development of residential buildings along the suburban railway lines, and the high decibel noise generated during the operation of the trains has an impact on the quality of life of residents along the tracks, which in turn affects the value of the houses along the lines. In recent years, in the sale of commercial housing, more and more buyers have begun to pay attention to the quality of the sound environment around the residence, and at the same time, various disputes caused by the sound environment are not uncommon, but it is very difficult to determine the amount of depreciation of real estate for railway noise pollution under the tort law, and these disputes require the appraisal agency to scientifically assess the depreciation of real estate to solve the problem of quantitative compensation. Based on this, this paper aims to construct a rigorous evaluation model for the depreciation of real estate for railway noise pollution, and provide ideas for compensation and relief for such disputes.

This paper first reviews the research results on the influencing factors of real estate value, the impact of noise pollution on real estate value and the evaluation of real estate depreciation at home and abroad, expounds the research status, and clarifies the concepts of railway noise and pollution standards and real estate depreciation, as well as the relevant theories of noise pollution real estate depreciation assessment, so as to provide a theoretical basis for the evaluation of real estate depreciation caused by railway noise pollution. Secondly, through a comprehensive analysis of the advantages and disadvantages of the three evaluation methods, the market method was finally selected as the basic method of this study, and the shortcomings of the traditional market method were analyzed, and the gray correlation analysis method, the entropy weight method-analytic hierarchy process and the normalized weighting method were introduced to construct the evaluation model of railway noise pollution on real estate depreciation. Finally, a property polluted by railway noise in a community in Wuhan was selected as a case study, and the basic situation was elaborated, and the depreciation amount of railway noise pollution of the property was evaluated based on the constructed depreciation evaluation model.

Through theoretical research, model construction and case analysis, this paper mainly draws the following two conclusions: (1) By comparing the three evaluation methods, it is found that the market method is more universal and simple to operate for the evaluation of real estate depreciation caused by noise pollution. (2) The real estate depreciation evaluation model of noise pollution constructed in this paper can reduce the error caused by the traditional market method. The use of this model to evaluate the depreciation of real estate can improve the efficiency of appraisal, standardize the appraisal process, make the appraisal results more reasonable, and better meet the market demand. Based on this, it is hoped that the research in this paper can provide some ideas and methods for the evaluation of real estate depreciation.
