摘要	在全球粮食供需矛盾愈益突出的背景下,唯有准确把握粮食安全中国化的使命、任务,深入剖析农业资源配置效率不高和增值增效空间受限及农业发展缺乏内在动力的体制机制原因,有效借鉴发达国家建设农业强国及发展现代农业的成功经验做法,始终把改革创新作为农业发展持续向好、农民生活不断改善、农村社会和谐稳定的根本动力,按照“藏粮于地、藏粮于技”战略和“不与粮争地、不与人争粮”原则,坚持走中国特色农业现代化道路,瞄准国家粮食安全战略要求,在化解深层次矛盾上狠下功夫,持续强化农业科技和体制机制集成综合创新,加快推动以生产要素重组和优化升级为核心的农业产业革命,充分释放各类要素的合作潜能及发展潜力,并通过全方位夯实中国特色粮食安全保障体系,才能确保农业稳产增产、农民稳步增收、农村稳定安宁。
其他摘要	In the context of the increasingly prominent global contradiction between supply and demand for food,it is essential to accurately grasp the mission of the localization of food security in China.This involves deeply analyzing the systemic and mechanical reasons for the low efficiency of rural resource allocation and the limited space for agricultural value enhancement and increased efficiency,besides the lack of intrinsic motivation for agri-cultural and rural development.We should actively learn from the successful experiences of developed Western countries in building agricultural power and developing modern agriculture,and regard reform and innovation as the fundamental driving force for the continuous improvement of agricultural development,the constant improvement of farmers'living conditions,and the stable and harmonious rural society.In accordance with the strategy of"storing grain in the ground and in technology"and the principle of"not competing with grain for land and not competing with people for grain",we should persist in pursuing the path of agricultural modernization with Chinese character-istics.Aiming at the national food security strategic requirements,efforts should be made to resolve deep-seated conflicts,continuously strengthen the integrated innovation of agricultural science,technology,and institutional mechanisms,and accelerate the promotion of the agricultural industry revolution centered on the reorganization and upgrading of production elements.The cooperation potential and development potential of all types of elements should be fully released.By comprehensively consolidating the food security guarantee system with Chinese charac-teristics,we can ensure stable and increased agricultural production,steady income growth for farmers,and stabili-ty and tranquility in rural areas.
