本文旨在深入探讨苏州固锝的营运资金管理现状，以期发现其中存在的问题，并相应地给出有效的改进方案，来改善企业当下的资金管理状况。在经过对案例企业内部和外部价值链的分析后，将内部营运资金进行重分类，梳理出以价值链为导向的评估指标，再从企业营运资金管理现状着手，结合价值链、供应链、渠道等理论，对苏州固锝在内外部价值链环节上的营运资金管理进行深入探讨。通过深入分析后提出有效的改进措施来实现对企业资金流动性、收益性和风险控制等方面的改进，以提升企业的经营效率和竞争力。

通过对企业当下营运资金管理现状分析后所得出的结论有：苏州固锝在采购环节依赖商业信用来筹集资金的做法会导致企业占用供应商资金的时间增加，放缓了对应付账款的还款的速度，同时也增加了企业的信誉风险；由于企业在近几年放松了信贷政策，导致其应收账款的回款速度变得缓慢；企业长期资金主要依赖于短期借款，而且在筹措资金时也未能进行充分的规划。苏州固锝正在努力优化其内部和外部价值链，以实现收益最大化。因此，企业将着力于完善库存制度与采购流程，构建有效的绩效考核机制，提升公司品牌形象，开拓全球市场，保持与供应商的良好合作，增强应收账款的管理，并提出实用的优化策略；采取全面的措施，包括合理使用商业信贷、加强销售收入和资金管理、提升对营运资金的理解，以确保企业的可持续发展。通过这次机会，文章希望从价值链的角度来提高苏州固锝现有的营运资金管理水平，以促进企业长期稳定发展。

China's semiconductor industry has made great progress under the revitalization of the global economy, and its overall competitiveness continues to grow. As market competition intensifies, semiconductor companies need to take effective measures to manage and use their working capital to ensure stable financial growth, as well as smooth supply, production and sales to succeed in a complex external environment. The value chain-oriented working capital management combines the enterprise working capital management with the enterprise business process to realize the optimal analysis of the enterprise's working capital and operation status, so as to realize the integration and synergy of the industrial value chain.

The purpose of this paper is to discuss the working capital management of Suzhou Good-ark in depth, in order to find out the problems and give effective improvement solutions to improve the current capital management situation of the enterprise. After analyzing the internal and external value chains of the case company, the internal working capital is reclassified and the value chain-oriented evaluation indexes are sorted out, and then the working capital management of Suzhou Good-ark in the internal and external value chains is discussed in depth by combining the theories of value chain, supply chain and channels from the current situation of the working capital management of the enterprise. Through in-depth analysis, effective measures are proposed to improve the liquidity, profitability and risk control of the enterprise, so as to enhance the operational efficiency and competitiveness of the enterprise.

The following conclusions are drawn from the analysis of the current working capital management situation of the enterprise: Suzhou Good-ark relies on commercial credit to raise funds in the procurement process, which leads to an increase in the time of tying up suppliers' funds, slows down the repayment of accounts payable, and increases the credit risk of the enterprise; due to the relaxation of credit policy in recent years, the speed of repayment of accounts receivable becomes slow; The enterprise relies mainly on short-term borrowings for long-term funding and fails to plan adequately when raising funds. Suzhou Goodyear is working to optimize its internal and external value chain to maximize revenue. Therefore, the enterprise will focus on improving its inventory system and procurement process, building an effective performance appraisal mechanism, enhancing the company's brand image, developing global markets, maintaining good cooperation with suppliers, enhancing the management from accounts receivable, and proposing practical optimization strategies; taking comprehensive measures, including rational use of commercial credit, strengthening sales revenue and capital management, and improving the understanding of working capital, to ensure the enterprise's sustainable growth. Through this opportunity, the article hopes to improve the existing working capital management of Suzhou Good-ark from the perspective of value chain to promote the long-term and stable development of the enterprise.
