让人们在关注如何让网络成为推动社会进步的工具的同时，也开始担忧网络用户
所处的畸形“数字生存”状态。
意见交流平台从线下转移至线上，社会情绪也在网络上蔓延开来，网络中的
社交平台或媒体通过对新闻议题进行策划，营造成舆论热点，并将设定的相关议
程利用网络传播给受众，潜移默化的影响着受众的观念、态度等。流量催生的注
意力经济在一定程度上干扰了新闻媒体对于新闻客观性等价值尺度的追求，网络
媒体为追求利益对新闻进行策划，内容报道的偏向性会干扰网民对于新闻事件的
解读。网络用户会根据以往的经验，积极参与到与自己道德判断相一致的群体中，企图利用群体压力来达到自身预期的“结果正义”，当这个群体的势力成为压倒性的一方时，网络暴力因子在群体中开始形成与发酵，这不仅给身处网络暴力漩涡中的当事人带来巨大的影响，如在许多情况下网络暴力会影响到当事人的日常生活，侵犯当事人的人身权利等，而且当网络暴力达到一定规模时便会造成公共空间的失语。结合新闻议程设置理论，来探讨网络暴力形成的起因与过程，并提出相应的解决措施，解决网络暴力的措施在于“疏”而并非“堵”，通过对新闻源主体的分类，针对性的提供解决方法。

discusses the causes and processes of the formation of cyber violence,
and proposes corresponding solutions. The measures to solve cyber
