当前我国发展正进入改革快车道，经济发展逐渐向绿色、生态等方面转变，城镇作为我国经济发展的载体也逐渐向新型城镇化过渡。同时，旅游产业已成为我国国民经济支柱性产业，对经济发展与产业转型升级产生不可估量的影响，而旅游创新作为旅游产业的核心，是旅游产业发展中的重要驱动力，将旅游创新融入到新型城镇化的建设中，也是提高新型城镇化发展质量和转变发展方式的内在要求。我国西部地区地处内陆，经济虽欠发达，却拥有丰富的自然景观和人文内涵，为提高旅游创新能力提供发展条件，也为转变城镇发展模式奠定基础。鉴于此，本文研究西部地区新型城镇化与旅游创新能力耦合的内在机理，为两者的协调发展提供可靠依据。

本文主要研究内容分为六个部分：第一部分，阐述本文的研究背景、研究目的与意义、 文献综述、研究内容、研究方法以及技术路线。第二部分，介绍相关概念与理论、阐述新型城镇化与旅游创新能力的相互作用机制。第三部分，在梳理相关文献并遵循指标体系构建原则基础上，分别构建新型城镇化系统和旅游创新能力系统综合评价指标体系；通过熵权法计算各评价指标权重，以及分别测算西部地区和西部11省2009-2019 年的新型城镇化与旅游创新能力综合发展水平，研究发现：西部地区及西部各省新型城镇化与旅游创新能力综合发展水平总体上保持递增趋势，但地区间存在较大差异。第四部分，运用耦合发展理论，构建两系统耦合协调度评价模型，测度西部地区和西部各省2009-2019年两系统耦合度与耦合协调度的综合值，从时序角度，发现两系统耦合度与耦合协调度发展较好，耦合协调度的综合值和协调等级呈现逐年增长态势，但地区之间存在较大差距。第五部分，运用灰色关联模型，分析各要素对新型城镇化与旅游创新能力耦合协调度的影响程度，得出2009-2019年各要素对西部地区新型城镇化与旅游创新能力耦合协调度的影响程度不同，且各要素之间影响程度差距较大，其中，旅游创新投入、生态城镇化、经济城镇化和社会城镇化影响程度最大，灰色关联度值均在0.9以上，旅游创新支撑、人口城镇化、旅游创新环境、旅游创新产出关联度在0.6-0.85之间，整体上关联程度较高。因此，应从加大旅游创新投入力度，完善城镇生态建设，提高城镇经济和社会化水平等方面着手，才是优化西部地区新型城镇化与旅游创新能力耦合协调发展的关键。第六部分，总结本文研究结论，根据西部地区整体与各省耦合协调发展状况提出对策建议，以期促进西部地区新型城镇化与旅游创新能力协调发展。

At present, China's development is entering the fast lane of reform, economic development is gradually changing to green, ecological, and other areas, urban as the carrier of China's economic development is gradually transition to a new urbanization.At the same time, the tourism industry has become the pillar industry of our national economy, the economic development and industrial transformation and upgrading, and tourism innovation as the core of the tourism industry, is an important driving force in the development of tourism industry, tourism innovation into the construction of new urbanization, and improve the quality of new urbanization development and change the inherent requirements of the mode of development.The western region of China is located in the inland, although the economy is underdeveloped, but has a rich The natural landscape and cultural connotation provide development conditions for improving the tourism innovation ability, and also lay a foundation for transforming the urbanization development model.In view of this, this paper studies the internal mechanism of the coupling between the new urbanization and the tourism innovation ability in the western region, and provides a reliable basis for the coordinated development of both.

The main research content of this paper is divided into six parts: the first part, which expounds the research background, research purpose and significance, literature review, research content, research method and technical route.The second part introduces the relevant concepts and theories, and expounds the interaction mechanism of new urbanization and tourism innovation ability.In the third part, on the basis of sorting out relevant documents and following the comprehensive evaluation index system, constructing the new urbanization system and the comprehensive evaluation index system, calculating through the entropy method, and measuring the 2009-2019 new cities in western regions and 11 western provinces The comprehensive development level of town urbanization and tourism innovation capacity is found that the comprehensive development level of new urbanization and tourism innovation capacity in western regions and western provinces generallymaintains an increasing trend, but there are great differences between regions.The fourth part, using the coupling development theory, build the two systems coupling coordination degree evaluation model, measure the western region and western provinces in 2009-2019 coupling degree and coordination degree of comprehensive value, from the perspective of timing, found that the two systems coupling degree and coordination degree development is good, the coupling coordination value and coordination level is increasing year by year, but there is a big gap between regions.Part five, Using grey correlation model, analyze the factors of the new urbanization and tourism innovation ability coupling coordination, obtained in 2009-2019 factors of western region new urbanization and tourism innovation ability coupling coordination degree is different, and the difference between the factors, among them, tourism innovation investment, ecological urbanization, economic urbanization and social urbanization, gray correlation values are above 0.9, tourism innovation support, population urbanization, tourism innovation environment, tourism innovation output correlation between 0.6-0.85, the overall correlation degree is high.therefore, The key to optimize the coupling and coordination degree between the new urbanization and tourism innovation ability in the western region should be to increase the investment in tourism innovation, improve the urban ecological construction and improve the level of urban economy and socialization.The sixth part, summarizes the conclusion of this paper, according to the western region and the provinces, in order to promote the coordinated development of new urbanization and tourism innovation capacity in the western region.
