摘要 | 2022 年的政府工作报告提出要继续深入实施创新驱动发展战略,这一战略旨在提高企业技术创新水平实现绿色高质量发展,对推动我国经济转型乃至升级特别重要。作为创新驱动战略的重要举措,环境规制、绿色金融等政策的初衷都是为了改善环境质量,进而促进企业等经济主体的绿色技术创新。 “十四五”是黄河流域生态保护和高质量发展的关键期,但黄河流域九省区 绿色金融发展水平高低不一、绿色技术创新程度差别较大、环境规制的实施方式也不相同。因此,弄清楚不同类型环境规制对绿色技术创新的影响程度以及绿色金融在其中的作用,对推动黄河流域经济高质量发展尤为重要。
黄河流域绿色技术创新的空间溢出效应是否存在,命令型环境规制与市场型环境规制对绿色技术创新的影响有无差异,绿色金融能否调节环境规制对黄河流域绿色技术创新的影响。为解决以上问题,本文运用熵值法测算了沿黄九省区 2009--2019 年环境规制综合指数,通过黄河流域九省区绿色专利申请数量衡量绿色技术创新从理论分析与实证研究两个角度进行了探讨。其中,理论分析层面,在论述黄河流域九省区绿色发展现状的基础上,从绿色金融视角分析了环境规制与绿色技术创新之间的关系。在实证分析层面,基于绿色金融的调节作用,运用动态空间杜宾模型研究了命令型与市场型这两种类型的环境规制对绿色技术创新的影响。
研究发现,黄河流域绿色技术创新空间溢出效应已形成。环境规制能够促进黄河流域的绿色技术创新且绿色金融会调节环境规制对绿色技术创新的影响。命令型环境规制是促进黄河流域绿色技术创新的主要手段,而市场型环境规制的效用体现更依赖绿色金融的调节。基于此,本文提出了建立黄河流域技术共享群、大力发展碳排放权交易为主的市场型环境规制、注重黄河流域绿色金融工具的使用与环境规制工具相匹配的对策建议。 |
英文摘要 | The 2022 government work report proposes to continue to
implement the innovation-driven development strategy. As an
important measure of innovation-driven strategy, the original intention of environmental regulation, green finance and other policies is to improve the quality of the environment, and then promote the green technology innovation of enterprises and other economic entities. The 14th Five-Year Plan is a critical period for ecological protection and high-quality development in the Yellow River Basin. However, the
nine provinces and regions in the Yellow River Basin have different levels of green finance development, large differences in the degree of green technology innovation, and different implementation methods of environmental regulation. Therefore, it is particularly important to understand the impact of different types of environmental regulations on green technology innovation and the role of green finance in it, in order to promote high-quality economic development in the Yellow River Basin.
Whether there is a spatial spillover effect of green technology innovation in the Yellow River Basin, what is the difference between the impact of command-based environmental regulation and market-based environmental regulation on green technology innovation, and whether green finance can regulate the impact of environmental
regulation on green technology innovation? The entropy method was used to calculate the comprehensive index of environmental regulation in the nine provinces along the Yellow River from 2009 to 2019, and it was discussed from the perspective of theoretical analysis and empirical research through the data of green patent applications in the nine provinces and regions along the Yellow River Basin. At the theoretical analysis level, on the basis of discussing the status quo of green development in nine provinces and regions in the Yellow River Basin, it analyzes the relationship between environmental regulation and green technology innovation from the perspective of green finance.At the level of empirical analysis, based on the moderating effect of green finance, the dynamic spatial Durbin model is used to study the impact of two types of environmental regulation, namely command and market, on green technology innovation.
The study found that there is a spatial spillover effect in green technology innovation in the Yellow River Basin. Environmental regulation can promote green technology innovation in the Yellow River Basin and green finance will moderate the impact of environmental regulation on green technology innovation. The command-type environmental regulation in the Yellow River Basin is the main means to promote green technology innovation, while the effectiveness of market-based environmental regulation is more dependent on the regulation of green finance. Based on this, this paper puts forward countermeasures and suggestions for establishing a technology sharing group in the Yellow River Basin, vigorously developing market-based environmental regulation based on carbon emissions trading, and focusing on matching the use of green financial tools in the Yellow River Basin with environmental regulation tools. |
