摘要 | 随着我国经济总量快速增长,人民生活水平不断提高以及实现中华民族伟大复兴中国梦的提出,迫切要求我国经济发展从高速发展轨道线转向高质量发展轨道线,优化传统产业结构,挖掘产业新动力,实现城乡一体化协调发展。在十九大报告中提出要实施乡村振兴战略,解决好“三农问题”,缩小城乡差距,实现农村地区全面复兴。2022 年中央一号文件指出,牢牢守住保障国家粮食安全和不发生规模性返贫两条底线,突出年度性任务、针对性举措、实效性导向,充分发挥农村基层党组织领导作用,扎实有序做好乡村发展、乡村建设、乡村治理重点工作,推动乡村振兴取得新进展、农业农村现代化迈出新步伐。实现乡村振兴需要以创新为核心,将互联网数字化技术融入到农村各行各业中,尤其是金融行业。数字普惠金融作为互联网技术与普惠金融的结合,在乡村振兴中起到积极进作用。数字普惠金融的发展推动农村地区通信基础设施建设,降低金融交易成本,缓解金融排他性,为农村地区产业发展、风险防范、教育扶持和征信体系完善起到正向促进作用,巩固了脱贫攻坚战的胜利成果。
本文在系统梳理数字普惠金融与乡村振兴文献基础上,对研究内容和研究方法进行归纳说明。通过对乡村振兴战略与数字普惠金融的理论基础和现实条件分析,选择采用熵值法构建甘肃省14个地级市(自治州)的乡村振兴评价指标体系。使用构建的乡村振兴指数与北京大学测度的甘肃省14个地级市(自治州)数字普惠金融指数等相关数据分析两个系统间的耦合协调程度;针对所测算综合指数构建静态、动态模型来探索两者间存在的线性关系;通过NLS模型对两者可能存在的“U型”非线性关系进行研究。
研究表明:甘肃省14个地级市(自治州)数字普惠金融指数与乡村振兴指数的耦合协调程度基本都经历从严重失调或勉强失调逐步转变为良好协调或优质协调的过程,说明乡村振兴发展对数字普惠金融比较敏感,两者良性耦合愈强并逐渐向有序方向发展。通过实证分析可知在静态与动态模型分析中,数字普惠金融与乡村振兴存在正向促进效应,非线性回归模型中出现乡村振兴增长率随着数字化程度的加深而递减。针对研究结果,对甘肃省数字普惠金融助力乡村振兴发展提出合理对策。第一,完善甘肃省数字普惠金融基础设施建设,促进农村地区经济发展。运用互联网通信技术将城市与农村紧密联系在一起,避免信息滞后造成的成本增加问题。积极推动农村地区支付清算改革。第二,甘肃省应完善数字普惠金融监管与征信机制,建立长久有效的农村发展体制,要严格把控乡村地区金融风险,建立应对突发事件的专门账户,将风险控制放在首位。第三,甘肃省对甘南州、嘉峪关市、庆阳市等经济增速较慢地区制定优惠数字普惠金融政策,刺激经济发展,吸引人才回流。第四,从数字普惠金融如何更好促进乡村振兴发展来看,应提高农村地区理财、应急贷款、农业保险等金融服务的效率,通过经济发展的渗透作用,先富带动后富。 |
英文摘要 | With the rapid growth of China's total economic volume, the
continuous improvement of people's living standards and the realization of the Chinese dream of the great rejuvenation of the Chinese nation, it is urgent to shift China's economic development from the high-speed development track line to the high-quality development track line, optimize the traditional industrial structure, tap the new driving force of the industry, and realize the coordinated development of urban and rural integration. In the report of the Nineteenth National Congress, it was proposed to implement the strategy of rural revitalization, solve the "three rural problems", narrow the gap between urban and rural areas, and achieve the comprehensive rejuvenation of rural areas. The No. 1 document of the Central Committee in 2022 pointed out that it is necessary to firmly adhere to the two bottom lines of ensuring national food security and not returning to poverty on a large scale, highlight annual tasks, targeted measures, and practical orientation, give full play to the leadership role of rural grass-roots party organizations, do a solid and orderly job in rural development, rural construction, and rural governance, and promote new progress in rural revitalization and new steps in agricultural and rural modernization. To achieve rural revitalization, we need to take innovation as the core and integrate Internet digital technology into all walks of life in rural areas, especially the financial industry. As a combination of Internet technology and inclusive finance, digital inclusive finance plays a positive role in promoting rural revitalization. The development of digital inclusive finance promotes the construction of communication infrastructure in rural areas, reduces financial transaction costs, alleviates financial exclusivity, and plays a positive role in promoting industrial development, risk prevention, education support and credit reporting system improvement in rural areas, and consolidates the victorious results in the battle against poverty.Based on the systematic review of the literature on digital financial inclusion and rural revitalization, this paper summarizes the research content and research methods. By analyzing the theoretical basis and practical conditions of the rural revitalization strategy and digital inclusive finance, the entropy method was chosen to construct the rural revitalization evaluation index system of 14 prefecture-level cities (autonomous prefectures) in Gansu Province. Using the constructed rural revitalization index and the digital financial inclusion index of 14 prefecture-level cities (autonomous prefectures) in Gansu Province measured by Peking University to analyze the degree of coupling and coordination between the two systems; Explore the linear relationship between the two; consider the "U-shaped" nonlinear relationship between the two to study through the NLS model. The research shows that the coupling coordination degree between the digital financial inclusion index and the rural revitalization index in 14 prefecture-level cities (autonomous prefectures) in Gansu Province has basically undergone a process of gradually transforming from serious imbalance or reluctance to good coordination or high-quality coordination, indicating that rural revitalization and development It is more sensitive to digital financial inclusion, and the positive coupling between the two is stronger and gradually develops in an orderly direction. Through empirical analysis, it can be seen that in the static and dynamic model analysis, digital financial inclusion and rural revitalization have a positive promotion effect, and the nonlinear regression model shows that the growth rate of rural revitalization decreases with the deepening of digitalization. According to the research results, reasonable countermeasures are put forward for the rural revitalization and development of Gansu Province's digital inclusive finance. First, improve the infrastructure construction of digital inclusive finance in Gansu Province to promote economic development in rural areas. Use Internet communication technology to closely link cities and rural areas to avoid the problem of increased costs caused by information lag. Actively promote the reform of payment and settlement in rural areas. Second, Gansu Province should improve the digital inclusive financial supervision and credit reporting mechanism, establish a long-term and effective rural development system, strictly control financial risks in rural areas, establish special accounts for emergency response, and put risk control in the first place. Third, Gansu Province has formulated preferential digital inclusive financial policies for areas with relatively slow economic growth such as Gannan Prefecture, Jiayuguan City, and Qingyang City, to stimulate economic development and attract talents to return. Fourth, from the perspective of how digital inclusive finance can better promote rural revitalization and development, the efficiency of financial services such as wealth management, emergency loans, and agricultural insurance in rural areas should be improved. |
