摘要	改革开放 40 多年以来，中国一直不断地坚持以农村供给侧结构性改革为主线，扎实推进中国农村复兴进程，全力巩固了我国农业基础性地位。但是，中国农村经济快速发展的同时伴随着农村产业结构失调、农业生产方式技术滞后、农村自然资源严重污染、农村劳动者素质低下等粗放型发展的社会问题。农村资源约束日益趋紧，自然环境承载能力已逼近上限，农村传统的以牺牲土地资源保护环境为代价的粗放式、低绩效发展模式已经难以为继。人们逐步认识到环境发展与经济发展应该相辅相成，协调发展。在此现状下，2018 年《中共中央国务院关于实施乡村振兴战略的意见》明确提出实施质量兴农战略，七部委联合发布的《国家质量兴农战略规划》提出 2020 年我国基本建立质量兴农制度框架。2022年中央一号文件提出大力推进数字乡村建设。着眼解决实际问题，拓展农业农村大数据应用场景。这充分表明，我国以质量为导向的农业发展思路已成为共识，制度安排已经启动，农业发展将迎来发展观念和发展方式的根本性转变。另一方面，随着现代经济的高速发展，将数字化手段与信息化技术贯穿于农业生产发展的全过程的问题亟待解决，数字农业的重要性不言而喻。2019 年 5 月，中共中央办公厅、国务院办公厅印发《数字乡村发展战略纲要》；2020 年 1 月，农业农村部、中央网信办联合印发了《数字农业农村发展规划( 2019—2025年)》，这说明党中央、国务院高度重视数字农业的发展。而黄河流域作为习近平总书记在座谈会上亲自强调的“我国重要的经济地带和生态屏障”，故以此流域开展数字农业高质量发展研究，既契合现实需求，也对黄河流域生态保护和高质量发展有重要意义。具体研究内容可分为：（1）文献理论概述和发展概况分析。本文通过对研究综述的分类综述与研究，介绍了当前数字农业高质量发展协调发展的基本理论，然后从创新发展、协调发展、绿色发展、开放发展、共享发展五大方面介绍黄河流域各个省份数字农业高质量发展现状。（2）对黄河流域数字农业高质量发展以及协调发展度进行分析，首先在研究文献的基础之上构建黄河流域数字农业高质量发展的指标评价体系，利用 2008-2019 年共 12 年间的数据，将创新发展、协调发展、绿色发展、开放发展、共享发展五大方面分别分为两个子系统，即数字农业发展规模质量子系统和数字农业创新人力驱动子系统，前者包含协调发展、绿色发展、开放发展方面，后者包含创新发展和共享发展。再对两大子系统进行熵权法测度，找出其影响因素以及并测算出各自的综合评价指数，最后对两大子系统内部的发展水平进行耦合协调度测度。得出结论如下：（1）黄河流域 9 省发展规模质量、创新人力驱动水平在时间维度上呈现较为稳定，逐渐向好的趋势，各省协调度数值逐渐上升，总体上基本由最低点开始不断增加，协调度整体发展水平提高，协调类型方向由极度失调、中度失调发展为优良协调型。（2）在空间变化维度上，黄河流域各省发展规模质量呈现由东高西低、南高北低的发展趋势逐渐向趋同转化，创新人力驱动水平由东-中-西的趋势发展，发展规模质量和创新人力驱动协调度水平不断提高，发展趋势呈现东高西低的趋势再到逐渐趋同的波浪形发展趋势。内蒙古协调等级最低，其他各省在提高自身省内协调度的同时应重点帮助拉动内蒙古的协调度，共同推动黄河流域整体的协调发展。通过对黄河流域各省城市数字农业高质量发展中存在问题的分析，提出今后发展的对策建议，黄河流域各省在具体耦合协调度上看，数字农业发展规模质量水平还有待进一步加强。
英文摘要	More than 40 years since the reform and opening up,my country has continuously adheres to the main line of structural reforms on agricultural supply,and has solidly promoted the revitalization strategy of rural villages ,and fully consolidate the basic status of my country 's agricultural.However,the rapid development of agriculture is accompanied by the problem of extensive development of industrial structure imbalance,lagging after production technology,deterioration of ecological environment,low labor quality. The resource constraints are increasingly tightened,the environmental load capacity is close to the upper limit,and the traditional extensive type of the sacrifice resource environment is difficult to continue. People gradually realize that environmental development and economic development should complement,coordinate development. Under this status,2018,the CPC Central Committee on the Implementation of Rural Revitalization Strategy,clearly put forward the "National Quality and Industrial Strategic Plan" issued by the Quality and Industrial Strategy,the National Quality and Rural Strategic Planning of the Seventh Party and the 2020,my country Basic Establishment Quality and Hindong System frame. This sufficient shows that my country's quality-oriented agricultural development ideas have become a consensus. The institutional arrangements have been launched,and agricultural development will usher in the fundamental transformation of development concepts and development methods. On the other hand,with the high-speed development of the modern economy,the issue of digital means and information technology runs through agricultural production is urgent,and the importance of digital agriculture is self-evident. In May 2019,the Office of the Central Committee of the CPC Central Committee,the Office of the State Council issued the "Digital Country Development Strategy"; January 2020,the Agricultural Rural Department,the Central News Network Office jointly issued "Digital Agricultural Rural Development Plan (2019-2025) " ,This shows the Party Central Committee and the State Council attaches great importance to the development of digital agriculture. As the "my country's important economic zone and ecological barrier",the "China's important economic zone and ecological barrier" in the symposium,General Secretary of Xi Jinping,in this basin,is carried out in this basin,which is both conjunctive,and also for the ecological protection and high of the Yellow River Basin. Quality development is of great significance. Specific research content can be divided into: (1) Analysis of Document Theory Overview and Development Overview. Through this paper,the basic theory of the coordinated development of current digital agriculture is introduced by the current digital agriculture,the development,coordinated development,green development,opening development,and sharing development,the five aspects of the Yellow River Basin, the high quality of the Yellow River Basin. Development status. (2) Analysis of the high-quality development and coordinated development of digital agriculture in the Yellow River Basin,first constructing the index evaluation system of digital agriculture in the Huanghe River Basin,using data from 2008-2019,The five major aspects of innovation,coordinated,green development,open development,and sharing and development are divided into two subsystems,namely,digital agricultural development scale quality subsystems and digital agriculture innovation human drive subsystems,the former includes coordinated development,green development,open Development,the latter includes innovative development and sharing. Then,the two major subsystems were entropy the right method, identifying its influencing factors and the respective comprehensive evaluation indices,and finally coupled coordination measurements within the development level of the two major subsystems. The conclusions are as follows: (1) The development scale,quality and innovation manpower drive level of the 9 provinces in the Yellow River Basin are relatively stable in the time dimension,and are gradually improving, the overall development level of coordination degree has improved, and the direction of coordination type has developed from extreme disorder and moderate disorder to excellent coordination type. (2) In the dimension of spatial change, the development scale and quality of the provinces in the Yellow River Basin have gradually changed from a development trend of high in the east and low in the west, high in the south and low in the north, and the level of innovation manpower driving has developed from the east-center-west trend. The level of quality and innovation manpower-driven coordination has been continuously improved, and the development trend has shown a trend of high in the east and low in the west, and then a wave-shaped development trend that gradually converges. Inner Mongolia has the lowest coordination level, and other provinces should focus on helping to promote the coordination of Inner Mongolia while improving their own coordination, and jointly promote the coordinated development of the Yellow River Basin as a whole. Through the analysis of the existing problems in the high-quality development of digital agriculture in the provinces of the Yellow River Basin, countermeasures and suggestions for future development are put forward. In terms of the specific coupling and coordination degree of the provinces in the Yellow River Basin, the scale and quality of digital agriculture development needs to be further strengthened.
