摘要 | 改革开放以来,我国经济取得快速发展,但能源使用效率低、环境污染等问题凸显。2020年9月,中国政府将“碳中和”作为我国的远期目标,而能源使用效率的提高是实现“碳中和”的重要途径。近年来我国的商品市场化进程日益完善,但生产要素的市场化仍存在许多问题,导致资本、劳动力出现地区间的错配,对经济效率产生不利影响。因此本文旨在研究我国各省份生产要素错配对能源使用效率的影响,从而为我国能源使用效率的提高和“碳中和”的实现提供理论基础。
文章对我国各省份的能源使用效率和生产要素错配程度进行了测度。首先将碳排放作为非期望产出,利用超效率 SBM-DEA 模型对我国的能源使用效率进行测度,测度结果表明近年来我国的能源使用效率呈现下降趋势;进而采用价“税”模型测算生产要素错配程度,测度结果表明总体上我国的要素错配情况得到了改善;最后基于对二者的测度,构建面板回归模型,分析生产要素错配对能源使用效率的影响,并在此基础上利用中介效应研究影响机制,利用门槛回归模型对影响的非线性进行分析。基准回归的结果表明,资本要素错配、劳动力要素错配和总体错配都会对能源使用效率产生不利影响,且这种影响因地区和错配类型的不同而存在异质性。
为了进一步考察要素错配对能源使用效率影响的路径,利用中介效应,从创新能力和产业结构升级两个视角进行分析,结果表明除直接效应外,要素错配还会通过影响地区创新能力和产业结构水平间接影响地区的能源使用效率。由于影响存在地区异质性,因此利用门槛回归模型,将经济发展水平和要素扭曲程度作为门槛值,分析生产要素错配和能源使用效率之间可能存在的非线性关系,回归结果表明,当地区生产总值和要素扭曲系数位于不同的区间时,生产要素错配对能源使用效率产生的影响存在差异。基于实证分析,从因地制宜、要素市场化改革、要素市场统一、优化产业结构、提高创新能力等方面提出提高我国能源使用效率的对策。 |
英文摘要 | Since the reform and opening up, China's economy has achieved rapid development, but problems such as low energy efficiency and environmental pollution have become prominent. In September 2020, the Chinese government will take "carbon neutrality" as China's long-term goal, and the improvement of energy efficiency is an important way to achieve "carbon neutrality". In recent years, China's commodity marketization process has become increasingly perfect, but there are still many problems in the marketization of production factors, resulting in the resource misallocation between capital and labor, which has an adverse impact on economic efficiency. Therefore, this paper aims to study the impact of resource misallocation on energy efficiency in various provinces of China, so as to provide a theoretical basis for the improvement of energy efficiency and the realization of "carbon neutrality" in China. This paper measures the energy efficiency and the resource misallocation in various provinces of China. Firstly, taking carbon emissions as unexpected output, the super efficiency SBM-DEA model is used to measure China's energy efficiency. The measurement results indicate that China's energy efficiency shows a downward trend in recent years.Then the "price-tax" model is used to calculate the degree of resource misallocation. The measurement results show that the resource misallocation in China has been improved on the whole. Finally, based on the measurement of the two, a panel regression model is constructed to analyze the impact of the resource misallocation on energy efficiency. On this basis, the impact mechanism is studied by using the mediation model, and the nonlinearity of the impact is analyzed by using the threshold regression model.The results of benchmark regression show that capital misallocation, labor factor misallocation and overall misallocation will have an adverse impact on energy efficiency, and this impact is heterogeneous due to different regions and misallocation types. In order to further investigate the path of the impact of resource misallocation on energy efficiency, this paper uses the mediation model to analyze it from the perspectives of innovation ability and industrial structure upgrading. The results imply that in addition to the direct effect, resource misallocation will also affect regional energy efficiency by affecting regional innovation ability and industrial structure level. Due to the regional heterogeneity of the impact, the threshold regression model is used to analyze the possible nonlinear relationship between the resource misallocation and energy efficiency by taking the level of economic development and the degree of factor distortion as the threshold value. The regression results show that when the regional GDP and factor distortion coefficient are in different intervals, There are differences in the impact of resource misallocation on energy efficiency. Based on the empirical analysis, this paper puts forward the countermeasures to improve China's energy efficiency from the aspects of adjusting measures to local conditions, factor marketization reform, factor market unification, optimizing industrial structure and improving innovation ability. |
