摘要 | 随着我国金融业的发展,我国商业银行操作风险事件、金融市场乱象频繁发生,操作风险管理现已成为金融行业风险管理体系中的关键环节。我国商业银行长期占据着金融市场的主导地位,随着商业银行的业务流程不断创新、新型业务不断开发以及规模扩大,操作风险带来的损失及防范难度也不断地增大,且操作风险因其具有分布范围广、管理难度高的特点,导致它难以被管理机构彻底清除。由于邮储银行其自身经营模式特殊,在业务发展、风险管理等方面都存在诸多风险隐患。 本文以邮储银行武威分行操作风险案例作为研究对象,对比国内外学者关于操作风险的研究成果,分析邮储银行武威分行的操作风险管理现状,在研究其操作风险特征以及成因的基础上,全面探究邮储银行操作风险的管理模式。通过对案例流程的梳理发现邮储银行武威分行操作风险案例中存在委托代理责任不清晰、业务流程管理存在软约束、内部数据交流存在壁垒、金融市场信息不对称的问题。首先,通过对案例中委托代理责任不清晰所体现出的内部制度执行软肋及员工存在机会主义倾向的具体问题分析,应通过调整内部组织架构、注重员工培训及合规文化建设来优化银行内部管理体系;其次,针对业务流程管理存在软约束所体现出的风险预警系统不健全及风险评估失效的具体问题,应通过完善风险预警系统及建立合理的风险评估体系来强化银行业务流程过程管控;再次,针对内部数据交流存在壁垒所表现出的下属机构及内设部门缺乏沟通及内部业务操作系统不互通的具体问题,可以通过完善银行各部门间沟通渠道及搭建内部操作系统互通平台来加强操作风险内部数据建设;最后,针对金融市场信息不对称涉及的银行间以及法律监管信息不对称,可以通过积极搭建银行业风险信息共享平台及依靠相关法律法规防范化解风险来完善操作风险的信息披露机制。文章通过对武威分行操作风险案例中存在的问题进行研究分析,以期建立科学的操作风险管理机制,指导邮储银行加强操作风险管理,并拓展银行业操作风险管理的探索视角。 |
英文摘要 | In recent years, with the development of China's financial industry, China's commercial banks' operational risk events continue to occur and the financial market is in chaos. Operational risk management has become a key link in the financial industry risk management system. China's commercial banks occupy the leading position in the financial market for a long time. With the continuous innovation of business process, the continuous development of new business and the expansion of scale, the loss and prevention difficulty caused by operational risk are also increasing, and the operational risk is difficult to be completely eliminated by the management organization because of its wide distribution and high management difficulty. Due to its special historical background and different business model from other commercial banks, postal savings bank has many potential risks in business development and management. This paper takes the operational risk case of Wuwei Branch of Postal Savings Bank as the research object, compares the research results of domestic and foreign scholars on operational risk, analyzes the status quo of operational risk management of Wuwei Branch of postal savings Bank, and comprehensively explores the operational risk management mode of postal savings Bank on the basis of studying its operational risk characteristics and causes. Through sorting out the case process, it is found that there are some problems in the operational risk cases of Wuwei Branch of Postal Savings Bank, such as unclear principal-agent responsibility, soft constraints in business process management, barriers in internal data communication, and asymmetric information in the financial market. Through the analysis of the weakness of internal system execution reflected in the unclear principal-agent responsibility in the case and the specific problems of employees' opportunism tendency, this paper believes that the bank's internal management system should be optimized by adjusting the internal organizational structure, paying attention to employee training and the construction of compliance culture. Aiming at the specific problems of imperfect risk early warning system and failure of risk assessment reflected by soft constraints in business process management, this paper argues that it is necessary to strengthen the process control of bank business process by perfecting the risk early warning system and establishing a reasonable risk assessment system. Aiming at the specific problems of the lack of communication between subordinate institutions and internal departments and the lack of interworking of internal business operating system, which are shown by the existing barriers of internal data exchange, this paper believes that the internal data construction of operational risks can be strengthened by improving the communication channels between various departments of the bank and building the interworking platform of internal operating system. In view of the asymmetry of information between Banks and legal supervision in financial market, this paper believes that the information disclosure mechanism of operational risks can be improved by actively building the risk information sharing platform of banking industry and relying on relevant laws and regulations to prevent and defuse risks. This paper studies and analyzes the problems existing in the operational risk cases of Wuwei Branch in order to establish a scientific operational risk management mechanism, guide postal savings bank to strengthen operational risk management, and expand the exploration perspective of operational risk management in the banking industry. |
