  伴随着我国社会发展力的不断提高和科学技术水平的不断提升，企业办公方式从传统的纸质化办公转向新型的信息化办公，OA系统的出现和应用，极大地促进了企业部门间的信息交流与共享，在以信息化办公为主的企业中发挥着日益重要的作用。武威移动公司主要经营移动语音、数据、宽带、IP电话和多媒体业务等业务，日常工作中信息传递量较大，对信息传递和处理的时效性要求较高。随着公司业务需求多样化、业务种类复杂化，员工人数规模化，现用OA系统在日常运作过程中出现了处理流程不合理、技术支撑不到位及效果反馈不及时等问题，严重影响了企业办公效率，一定程度上制约了公司的发展。因此，急需对武威移动公司的OA系统从业务流程、支撑能力和效果评估机制等方面进行优化。

  本论文结合与信息系统相关的基础理论，以诺兰模型、业务流程再造及系统优化基本理论为依据，结合国内外企业OA系统实施优化相关经验和实践，以武威移动公司的OA系统为研究对象，深入分析其优化对策。首先通过诺兰模型对武威移动公司信息化发展阶段进行分析，并使用问卷调查法对武威移动公司OA系统建设及应用现状进行调研；其次运用AHP层次分析法找出武威移动公司OA系统的主要影响因素，依据主要影响因素及建设现状分析OA系统在实际应用过程中存在的问题；最后，以系统优化等理论为指导，针对存在的问题，提出切实可行的优化对策，主要包括OA系统流程优化、系统技术支撑能力提升和OA系统问题评估机制建立等。

  通过对本文的研究，试图对武威移动公司现阶段的OA系统优化提供参考，同样也可为同类企业OA系统优化提供参考和指导。

With the continuous improvement of China's social development and the level of science and technology,a transformation from traditional paper-based form to new information-based form has occurred in the operation of modern enterprises. As a result, the implementation and application of OA system greatly promote communication and sharing of information in each department, and even plays an increasingly important role.China Mobile Wuwei Branch, as a company which responsible for the marketing and management of mobile voice, data, broadband, IP telephone and multimedia services, takes on dual roles of production and management, and ensures the safety and effectiveness of transformation of large amounts of information at the same time.Because of the diverse needs and complexity of business and the number of employees is growing in scale, the problems of the current OA system have gradually occurred, such as unreasonable handling procedures, inadequate technical support and delayed effect feedback, which have seriously affected and restricted the work efficiency of the enterprises.Therefore, it is necessary to optimize the business process, supporting capacity and effect evaluationmechanism of OA system of China Mobile Wuwei Branch.

   This paper combines the basic theories related to information system, based on Nolan model, business process reengineering and the basic theory of system optimization, combined with the experience and practice related to the implementation and optimization of OA system of domestic and foreign enterprises, and takes the OA system of China Mobile Wuwei Branch as the research object to deeply analyze its optimization countermeasures. Firstly, the Nolan model is used to analyze the informatization development stage of China Mobile Wuwei Branch, and the questionnaire survey is used to investigate the construction and application status of the OA system of China Mobile Wuwei Branch. Secondly, the main influencing factors of OA system of China Mobile Wuwei Branch are found out by AHP, and the problems existing in the practical application of OA system are analyzed according to the main influencing factors and the construction status quo. Finally, under the guidance of system optimization theories and aiming at the existing problems, feasible optimization countermeasures are put forward, which mainly include OA system process optimization, system technical support ability improvement and OA system problem evaluation mechanism establishment.

 Through the study of this paper, we try to provide reference for the OA system optimization of China Mobile Wuwei Branch at the present stage, and also provide reference and guidance for the OA system optimization of similar enterprises.
