摘要

党的十九大报告出我国经济发展情况已经由高速增长阶段转向高质量发展阶段。在经济发展方式、世界经济形势人口结构发生深刻变化的大背景下,企业既面临挑战也直面机遇。用经济发展的眼光审视影响企业自身发展的有利因素和不利条件,为了在优胜劣汰的市场竞争浪潮中站稳脚跟,企业如何激发技术创新活力成为一个重大课题。从研发阶段的创新资本投入、成果转化阶段的专利授权数到产业化生产的技术市场成交额,企业数据节节攀升。企业技术创新推动了企业发展,唤新了市场活力,是推进经济高质量发展的重要推动力之一

企业进行技术创新是企业存续的重要过程。企业技术创新带来效率的提高、成本的降低,甚至是新产品的诞生,这些最终都体现在市场产品上。伴随着经济水平的发展,最低工资标准得到不断提高,而最低工资标准一端链接着企业的员工,一端链接着消费者。在当下经济正在迈入高质量发展阶段,企业技术创新对于促使经济转向高质量发展具有重要意义,研究最低工资标准对企业技术创新的影响有着重要的参考价值和应用价值。

本文在理论诠释最低工资标准对企业进行技术创新产生影响理论机制的基础之上,选取2005—2019年的相关企业数据,实证检验了最低工资标准对企业创新的具体影响,识别了最低工资标准影响企业技术创新的传导路径。研究发现:最低工资标准显著推动了企业技术创新,最低工资标准变量上浮1%,会引起企业发明专利数变量增长0.112%。同时,从分样本估计结果来看,对于不同类型的创新行为、不同区域、不同所有制类型、不同年龄的企业,最低工资标准对企业技术创新的影响具有异质性。就传导机制而言,企业的“成本效应”、员工的“人力资本效应”和消费者的“需求效应”是最低工资标准促进企业技术创新的重要渠道,这其中企业的“成本效应”起到了主导作用。本文的研究成果有助于我们深刻理解当前最低工资标准政策背后的经济意义,可以为进一步完善我国劳动力市场政策制度提供一定的启发。

英文摘要

The report of the 19th National Congress of the Communist Party of China stated that our country's economy has shifted from a stage of rapid growth to a stage of high-quality development. In the background of economic development patterns, the world economic situation, and the demographic transition, enterprises are facing both big challenges and great opportunities. Examining the favorable and negative factors of the enterprise's own development from the perspective of economic development, in order to gain a foothold in the market competition of the survival of the fittest, it has become a major issue for enterprises to stimulate the vitality of technological innovation. From the innovation capital investment in the R&D stage, the number of patent authorizations in the achievement transformation stage to the technical market turnover of industrialized production, corporate data has been rising. Enterprise technological innovation promotes enterprise development and calls for new market vitality. It is one of the important driving forces for promoting high-quality economic development.

Technological innovation by enterprises is an important process for the survival of enterprises. Enterprise technological innovation brings about efficiency improvement, cost reduction, and even the birth of new products, which are ultimately reflected in market products. With the development of the economic level, the minimum wage standard has been continuously improved, and the minimum wage standard is linked to the employees of the enterprise and the consumers at the other end. As the current economy enters a stage of high-quality development, enterprise technological innovation is of great significance to the transformation of high-quality economic development. Research on the impact of minimum wage standards on enterprise technological innovation has important reference and application value.

Based on the theoretical interpretation of the theoretical mechanism of the minimum wage standard affecting the technological innovation of enterprises, this article selects relevant enterprise data from 2005 to 2019 to empirically test the specific impact of the minimum wage standard on enterprise innovation and identify the minimum wage standard The transmission path to enterprise technological innovation. The study found that the minimum wage standard has significantly promoted enterprise technological innovation, and a 1% increase in the minimum wage standard will cause the number of enterprise invention patents to increase by 0.112%. At the same time, from the results of sub-sample estimation, for different types of innovative behaviors, different regions, different ownership types, and different age companies, the minimum wage standard is heterogeneous for their innovative behaviors. As far as the transmission mechanism is concerned, the "cost effect" of enterprises, the "human capital effect" of employees, and the "demand effect" of consumers are important channels for the minimum wage standard to promote enterprise technological innovation, among which the "cost effect" of enterprises has played a role. Leading role. The research results of this article help us deeply understand the economic significance behind the current minimum wage policy, and can provide certain inspiration for further improving my country's labor market policy system.
