民营经济已经逐步发展为我国经济活力的主要来源。近些年来西北民营经济保持着良好的增长趋势。因此，在现有经济发展背景下，对民营经济综合评价有助于完善高质量发展背景下民营经济统计监测制度，能够充分发挥民营经济对经济发展的推动作用，更好的认识不同地区民营经济之间的差距，从而借鉴民营经济发达地区的发展经验，为西北民营经济的发展提供科学依据。

本文在借鉴已有研究的基础上，依据2006-2018年西北地区民营经济相关数据，采用两种评价方法，对西北地区民营经济高质量发展进行了综合评价。首先，构建经济高质量发展评价体系对西北地区经济高质量进行综合评价。结果显示，从整体上看，西北地区经济逐步由经济高质量转向全方位、深层次的高质量发展。其次，以经济活力、发展环境、结构优化、外在环境、创新驱动、文化环境等层面为核心，构建西北地区民营经济高质量发展水平评价指标体系，使用层次分析法，得到西北民营经济高质量发展水平在整体上具有不平衡、差异大、相对互补的特点。并使用系统聚类法验证了这个结论，系统聚类法还将西北地区民营经济分为：民营经济较发达地区、一般发达地区、不发达地区三种类型。根据综合评价分析的结果，从产业结构、制度落实、开放市场、融资发展、重点扶持、地区交流、品牌产业、人才吸引、文化建设以及企业家精神等角度对西北地区民营经济提出针对性对策和建议。

The private economy has gradually developed into the main source of my country's economic vitality. The private economy in Northwest China has maintained a good growth trend in recent years. Therefore, in the context of the current economic development, a comprehensive evaluation of the private economy is helpful to improve the statistical monitoring system of the private economy in the context of high-quality development. It can give full play to the role of the private economy in promoting economic development and better understand the private economy in different regions. Therefore, we can learn from the development experience of the private economy in developed areas and provide a scientific basis for the development of the private economy in the Northwest.

Based on the existing research, this thesis uses two evaluation methods to comprehensively evaluate the high-quality development of the private economy in the Northwest region based on the data related to the private economy in Northwest China from 2006 to 2018. First, build a high-quality economic development evaluation system to comprehensively evaluate the high-quality economic development in Northwest China. The results show that, as a whole, the economy of the Northwest region has gradually shifted from high-quality economic to comprehensive and deep-level high-quality development. Secondly, take economic vitality, development environment, structural optimization, external environment, innovation drive, cultural environment and other aspects as the core, construct the evaluation index system of the high-quality development level of the private economy in Northwest China, and use the analytic hierarchy process to obtain the high-quality private economy in the northwest. The overall level of development has the characteristics of imbalance, large differences, and relative complementarity. The system clustering method is used to verify this conclusion. The system clustering method divides the private economy in Northwest China into three types: more developed regions with private economy, generally developed regions, and underdeveloped regions. Based on the results of the comprehensive evaluation and analysis, we propose targeted countermeasures and measures for the private economy in the Northwest region from the perspectives of industrial structure, system implementation, open market, financing development, key support, regional exchanges, brand industry, talent attraction, cultural construction, and entrepreneurial spirit.
