摘 要

在中国经济的发展中，东北振兴具有重要的战略性地位。而在东北振兴中，辽宁省的经济发展又起到了决定性作用。无论从人口数还是从辽宁省的地区生产总值来看，与黑龙江省和吉林省相比，辽宁都占有绝对的优势。从地理位置来看，辽宁省是东北亚地区的重要组成部分，与日韩俄的地理位置十分接近，海陆空交通条件十分优越。这使得辽宁省在对外开放政策的实施上，拥有得天独厚的条件。辽宁省也是东北地区距离京津冀最近的省份，辽宁省在与京津冀地区的协作中也占据着比较好的地理条件。这一系列的条件都使得辽宁省在东北振兴中占据着重要地位。

当前，辽宁省的经济亟须得到高质量发展。辽宁省目前的发展存在着与东北其他省份一样的通病，辽宁省目前的老工业基地转型升级困难，国有企业的改革面临着一系列的困难，辽宁的反腐败建设任重道远，这些都是辽宁省当前存在的历史遗留问题。辽宁省目前的新兴产业在辽宁省委和省政府的坚强领导下，正在崛起。但是，相对于经济发达地区来说，辽宁省的新兴产业的体积还不大，难以弥补传统产业衰退造成的经济缺口。辽宁的经济问题无论从新产业还是老产业上来看，都需要辽宁省委和省政府采取措施，推动辽宁省经济的高质量发展。相对于东北其他地区来说，辽宁省的经济高质量发展具有更多的条件，辽宁拥有两座副省级城市沈阳和大连，地理位置优越，人口数量多，经济底子好。这些都为辽宁省经济的高质量发展提供了重要基础。

本文首先从经济发展规模、经济发展速度、经济结构三个角度分析了辽宁省在2016年到2019年的经济发展现状，得出了辽宁省在2017年到2019年实现了经济的高质量发展。之后，本文从沈阳市和大连市对辽宁省经济发展的中心辐射作用，以沈阳经济区内沈抚新区和辽宁沿海经济带“一核一轴两翼”的发展思路为例，分析了沈阳市和大连市带动辽宁经济高质量发展的具体措施。本文还将沈阳市和大连市结合起来进行分析，论证了沈大经济走廊对沿线城市经济高质量发展的巨大作用。辽宁省的经济高质量发展可以通过与京津冀地区的合作来实现。本文通过计算经济联系强度，论证了2016年到2019年京津冀地区对辽宁省经济发展的促进作用。日韩俄是东北亚地区经济发展最好的几个国家，且距离辽宁省很近，辽宁省应当加强与日韩俄的合作，积极促进辽宁省经济的高质量发展。本文通过计算耦合度和对外贸易依存度的方法，分别计算了辽宁省与日韩俄从2010年到2019年的耦合度和对外贸易依存度，论证得出辽宁省应当创新与日韩俄的合作交流方式，实现辽宁与日韩俄的更进一步的合作，提高辽宁省与日韩俄耦合度和对外贸易依存度。

最后，本文得出结论：辽宁省经济的高质量发展，要充分利用好沈阳市和大连市以及京津冀地区对辽宁省的内循环的主体地位，同时也要以日韩俄的外循环作为辽宁省经济高质量发展的次要推动力。辽宁省要以国内大循环为主体，在国内国际双循环的联合作用下实现辽宁省经济的高质量发展。并对辽宁省经济的高质量发展提供了一些具体可行的政策建议。

Abstract

In the development of China's economy, the revitalization of Northeast China has an important strategic position.In the revitalization of Northeast China, the economic development of Liaoning Province has played a decisive role. Liaoning Province is also the closest province in Northeast China to Beijing-Tianjin-Hebei region, and it also occupies a relatively good geographical condition in the cooperation with Beijing-Tianjin-Hebei region.This series of conditions make Liaoning Province in the revitalization of the Northeast occupies an important position.

This paper first analyzes the economic development status of Liaoning Province from 2016 to 2019 from the perspectives of economic development scale, economic development speed and economic structure, and concludes that Liaoning Province has achieved high-quality economic development in 2017 and 2018.Then, from the central role of Shenyang City and Dalian City in the economic development of Liaoning Province, this paper analyzes the concrete measures of Shenyang City and Dalian City to promote the high-quality economic development of Liaoning Province by taking the Shenfu New Area in Shenyang Economic Zone and the development idea of "one core, one axis and two wings" in Liaoning coastal economic belt as examples.This paper also analyzes Shenyang and Dalian together and demonstrates the great effect of Shenzhen-Dalian Economic Corridor on the high quality economic development of the cities along the corridor.Liaoning's high-quality economic development can be achieved through cooperation with the Beijing-Tianjin-Hebei region.By calculating the strength of economic connection, this paper demonstrates the promoting effect of Beijing-Tianjin-Hebei region on the economic development of Liaoning Province from 2016 to 2019.As Japan, Korea and Russia have the best economic development in Northeast Asia and are close to Liaoning Province,

At last, this paper draws a conclusion that in order to achieve high-quality economic development in Liaoning Province, it is necessary to make full use of the main role of Shenyang, Dalian and Beijing-Tianjin-Hebei region in the internal circulation of Liaoning Province, and at the same time, it is necessary to take the external circulation of Japan, Korea and Russia as the secondary driving force for high-quality economic development in Liaoning Province.Liaoning province should take domestic circulation as the main body and realize the high quality development of economy under the combined action of domestic and international double circulation.
