  党的十九大报告提出实施区域协调发展战略。区域协调发展对我国经济社会的全面发展具有重大意义，不但涉及到民族、边疆、贫困等落后地区与发达地区之间的协调，城市、城镇和农村之间的协调，还涉及到推动长江经济带发展和黄河流域高质量发展与环境大保护之间的协调，以及坚持陆海统筹等区域协调发展，事关国家经济、社会、政治，甚至安全等长远发展。因此，一个国家唯有推动区域协调发展才能大幅度提高生产力，从而推动经济社会的全面发展，使祖国矗立于世界之林。随着新基建、5G等新一代科学技术得到大量的普及和应用，以产业链或价值链为基础的产业网络化生产打破了时空的局限，逐渐向落后地区延伸，使落后地区融入到以发达地区主导的产业链或价值链中。落后地区和发达地区在产业网络化的作用下都得到了快速发展，从而使产业网络化成为各区域经济增长的重要引擎，进而以一种全新的视角解释了区域协调发展。受2008年金融危机以及2019年疫情的影响，世界贸易保护主义加剧，全球产业链供应链阻断，因此，如何利用国内产业网络化生产的巨大潜力打通产业链或供应链存在的“孤岛”，以推动区域协调发展，是我国在当前百年未有之大变局的背景下的重大历史机遇。

  本文首先在定性上介绍了产业网络化和区域协调发展的概念，系统梳理了产业网络化研究现状和区域协调发展实现路径现状，并从产业网络的角度提出区域协调发展的概念。然后，从内部和外部两个方面提炼出产业网络化推动区域协调发展的产业集群、产业结构优化、要素流动、内部性外部化和外部性内部化四个理论机制，并使用拓展的D-S模型，将产业网络纳入到空间经济学的分析框架中，数理推导了产业网络化驱动区域协调发展的理论机制。之后，在定量上通过“连锁模型”度量了产业网络化，并利用Arcgis软件分别绘制了2009年和2018年产业网络的空间分布图，而以各地区人均经济总量的趋同来测度区域协调发展。接着，在构建模型之前进行了内生性检验，从而构建了空间杜宾模型，并采用2009-2018年全国31个省级（除港、澳、台）层面数据进行了实证检验。研究结果表明，从整体上来看，产业网络化的直接效应和间接效应对区域协调发展均具有显著的正向作用。从不同地区来看，产业网络化的直接效应对东部地区和西部地区的区域协调发展均具有显著的正向作用，但东部地区的影响系数大于西部地区，而其间接效应对东部地区和西部地区的区域协调发展均不显著。稳健性检验回归结果显示产业网络化的直接效应和间接效应对区域协调发展均具有显著正向作用。最后，基于研究结论，本文提出了相应的政策建议。

        The report of the 19th CPC National Congress put forward the implementation of the strategy of regional coordinated development. Regional coordinated development is of great significance to all-round development of our country economy society, not only involves coordination between the nationality, the frontier, poor backward areas and developed areas, and the coordination between the cities, towns and rural areas, but also involves coordination between the development of the Yangtze river economic belt， high quality development of the Yellow River basin and environment protection, and adheres to the regional coordinated development about the sea as a whole etc. , and it is a matter of national economy, society, polity, and security etc. for the long-term development. Therefore, only by promoting coordinated development among regions can a country greatly improve its productive forces, thus promoting all-round development on economy and society, and making its motherland stand out among the world. With a new generation of science and technology like the new infrastructure, 5G etc. getting a lot of popularization and application, industrial networked manufacturing  based industrial chain and value chain has broken the limitation of time and space, gradually extending to the backward areas and making the backward areas integrate into the industry chain and value chain which developed areas control, then the backward areas and developed areas in the industrial network all get rapid development, so the action of an industrial network becomes the important engine of the regional economic growth, then there is a new perspective that explains the regional coordinated development. Affected by the financial crisis in 2008 and the impact of the outbreak in 2019, world trade protectionism rose and the global industrial chain supply chain were blocked, therefore, how to utilize the great potential of domestic industrial network production to pass through "islands" in supply chain or industry chain in order to promote the regional coordinated development is our country major historical opportunity in the current background of the big change in one hundred.

       Firstly, this paper qualitatively introduces the concept of industrial network and regional coordinated development, and systematically sorts out the research status of industrial network and the realized path of regional coordinated development, and proposes the concept of regional coordinated development from the perspective of industrial network.  Then, four theoretical mechanisms: industrial cluster, the industrial structure optimization, factors movement, internal externalization and external internalization, which promote the coordinated development by industrial network from two aspects of internal and external, and the paper using the development model of D-S involves industrial network into the analysis framework of spatial economics, and mathematical theory derives mechanism of industrial network promoting regional coordinated development. Then the industrial network is measured quantitatively by the "linkage model", and the spatial distribution maps of the industrial network in 2009 and 2018 are drawn respectively by Arcgis software. The convergence of per capita economic aggregate among areas measures regional coordinated development. Then, endogenic tests are performed before the model is constructed and the spatial Dubin model is chosen, and the empirical test is conducted on the data of 31 provinces (except Hong Kong, Macao and Taiwan) from 2009 to 2018. The research results show that, on the whole, the direct and indirect effects of industrial network have a significant positive effect on regional coordinated development. From the perspective of different regions, the direct effect of industrial network has a significant positive effect on the regional coordinated development of the eastern and western regions, but the influence coefficient of the eastern region is greater than that of the western region, while the indirect effect is not significant. The regression results of robustness test show that the direct and indirect effects of industrial network have significant positive effects on regional coordinated development. Finally, based on the research conclusion, this paper puts forward the corresponding policy recommendations.
